The Bobby J. Fowler Award is the most prestigious award presented by the International Code Council and honors the memory of the first chairman of the ICC Board of Directors, who led the charge to create the consolidated International Code Council. The Fowler Award is presented to a leader who demonstrates integrity, professionalism and compassion in furthering the noble cause of ICC. The 2017 recipient of the Bobby J. Fowler Award is David Collins.

David Collins, FAIA, chair of the ICC Sustainability, Energy & High-Performance Building Code Action Committee and member of the Ohio Board of Building Standards, is an honorary member of the Code Council. He is a founding member and President of the Preview Group, which is an architectural consulting firm specializing in building codes and regulatory issues affecting construction. An architect by trade, he is a nationally recognized expert in codes and regulations with 40 years of experience in the industry.

Collins is a past president of the American Institute of Architects Cincinnati and Ohio chapters. He has served on committees for ICC, the National Institute of Standards and Technology, the National Fire Protection Association, and others. He won the 2003 ICC Associate of the Year Award and the 2015 National Institute of Building Sciences President's Award.

"I am honored and humbled to be in the revered company of those who have received this award before me," said Collins. "I am proud to be recognized for whatever part I have played in ICC's success. However, I must share this with a trove of others. Some of whom are here and some of whom are not. Receiving the Bobby J. Fowler Award has very special meaning to me because I knew Bob Fowler. Bob Fowler was a friend."

Collins is an accomplished design professional who has spent his entire career balancing architectural design with building safety. His contribution to the ICC code development process is unparalleled in our industry. Collins has been a constant presence throughout the Code Council's founding strategic partnership with the American Institute of Architects. In 2003, he represented AIA at the historic signing of the consolidation of the three legacy organizations.

"I have focused my career on the management of codes and standards, issues that affect buildings, from the perspective of an architect," Collins said. "Most architects have difficulty understanding how codes and stanbdards can tap into and draw from the creative side of an architect. I not only think it's possible, I live it every day. However, whatever I have achieved did not happen because of my undivided interest in codes, but because of you. All the folks I have gotten to know, all the friends I have made, all the support I have been given, and all the help and cooperation I have received from all of you."
