The Membership Councils offer ICC Members a place to come together and be a more powerful force shaping ICC, their industries, their careers, and their futures. Five discipline-specific Membership Councils allow ICC Membership to share their expertise, voice, and vision with their peers. The Members of ICC's Building Official, Fire Service, Global, PMG and Sustainability Membership Councils came together Sunday, Sept. 28, for a joint meeting to hold Governing Council elections, present awards, and discuss matters of interest to all Membership Councils.

Building Official Membership Council (BOMC) Governing Committee Chair Steve Shapiro estimated this was the largest turnout he'd seen for a joint member council meeting. The BOMC re-elected the following to three-year terms on its Governing Council: Thomas B. Allen, city of Mount Dora, Fla.; Becky Baker, BOMC Vice Chair, Jefferson County, Colo.; Jeff Bechtold, Senior Building Official, Kenton County, Ky; Bill Duck, Riverdale Community Development, Ga.; and Neville Pereira, city of Pasadena, Calif.

After last year's BOMC elections, Gilbert Gonzales from Utah resigned due to his election to the ICC Board of Directors. The BOMC Governing Committee appointed Tom Peterson to that seat for the remainder of the year. Peterson was required to stand for election this year and was elected to a two-year, unexpired term.

At the ICC Annual Business Meeting (ABM), Jeff Bechtold and Alan Boswell were elected to the ICC Board of Directors. As a result, they resigned from the BOMC Governing Committee. At the same meeting, it was announced that Tom Allen had accepted a position as ICC Government Relations Regional Manager for Florida and Georgia. Therefore, Allen resigned from the Governing Committee.

The Governing Committee (GC) reconvened at the end of the ABM to consider appointments to the vacant positions. Due to the loss of both Allen and Boswell, Region 9 was left without representation on the GC. The GC had one application from Region 9 and appointed Michael Wich from Louisiana to the GC. During the discussion of the two positions, consideration was given to the ranking by the Nominating Committee, the state of residence of other GC members, and broad geographic representation versus the location of the applicants. The GC appointed Steve Mills of Tennessee and Steve Nordhues of Nebraska to the GC. All those appointed will be required to stand for election next year.

The Fire Service Membership Council (FSMC) re-elected Sean DeCrane, Battalion Chief, Cleveland Fire Dept., and IAFF representative as an at-large member to a three-year term on the Governing Committee, and Richard Miller, State Fire Marshal from Michigan was also re-elected to the FSMC Governing Committee for his first three-year term. Kelly Nicolello (Alaska SFM) and Gary West (Tennessee SFM) were re-appointed by NASFM as per the ICC's MOU for a three-year term. Michael Sinsigalli (West Hartford, Conn.) and Ernie Misewicz (Fairbanks, Alaska) were re-appointed by IAFC as per the ICC's MOU for a three-year term. And Fulton Cochran was re-elected Chairman of the Governing Committee. Scott Adams was elected as Vice-Chair; succeeding Jackie Gibbs on January 1, 2015.

The Global Membership Council (GMC) elected Lynn Balfour to complete Lynn Underwood's term on the Governing Committee as Underwood was elected to the ICC Board of Directors; Kevin Skauge, Saskatoon, Sask, Canada, was re-elected; and Nick Hill, CEO of the Building Officials Institute of New Zealand, was nominated from the floor and elected to the Governing Committee.

The PMG Membership Council re-elected Michael Fink, city of Philadelphia; Eli Howard, Sheet Metal and Air Conditioning Contractors' National Association (SMACNA); McKenzie James, Vice Chair, city of Portland, Ore.; Kenneth Kerr, American Backflow Prevention Association (ABPA); and elected Misty Guard, Bradley Corp. to three-year terms.

The Sustainability Membership Council re-elected Brian Bishop, State of Iowa Dept. of Public Safety, State Fire Marshal's Office; Ramesh Gulatee, Vice Chair, Life Care Design Studio, Lincolnshire, Ill.; and elected Eric Lacey, Responsible Energy Codes Alliance, Washington, D.C.

Michael Maenner, chair of the GMC Governing Committee, presented the Membership Council's third annual ICC Global Award to Evangelina Hirata Nagasako, Technical Director of Mexico's National Body of Standardization and Certification for Building and Construction, in gratitude of her tireless efforts to help spread ICC's mission of a safer built environment to the larger global community.

"I feel very honored to receive this distinction," said Nagasako.

"[Evangelina] has been a great supporter of ICC's efforts in Mexico," said Chuck Ramani, President of the International Accreditation Service and ICC's Global Services Department. "As a member of the ICC family, congratulations. Thank you for being a part of our Global Services."

Board of Directors Member Ravi Shah was asked to present an award in the absence of Ron Hoover, to Ledy Maytum Stacy Architects in San Francisco. A letter read on behalf of the firm said in part, "Sustainability has been our collective passion for the past 30 years. This award is meaningful to us because we firmly believe that a zero energy future can only be achieved through the aggressive leadership of government agencies... around the world."

Shah was asked to remain up front to receive an award for his contributions to the development of the International Green Construction Code (IgCC), particularly in light of the end of his term as a member of the ICC Board of Directors. Board of Directors Immediate Past President Ronald E. Piester and Board of Directors Member Patrick Parsley were also recognized for their service as they are leaving the Board.

And the IAS Building Department Accreditation Award was presented to city of Charleston, S.C. Dept. of Building Inspection Services, Carl Simmons, Director; and to the city of Kelowna, British Columbia, Canada, Development Services Dept., Building and Permitting Branch, Mo Bayat, Director.
