Online Registration Open for Group A Hearings
Online registration is open for the Code Council's Group A Code Development Hearings April 29-May 6 in Dallas. As a code official or member of the public interested in building safety, this is your opportunity to have a voice in ICC's code development process. Code Council Voting Members will consider proposed code changes to the International Building, Fuel Gas, Mechanical, Plumbing and Private Sewage Disposal Codes. To vote at the Dallas hearings, ICC Members must submit any new or updated membership information to the Code Council no later than April 18. There is no cost to ICC Members or others to register to attend the hearings. By registering in advance, voting credentials for ICC Members can be verified before delegates arrive at the hearings

Increasing Participation and Using
Technology to Do It

At the beginning of February, the ICC Steering Committee on Remote Participation gathered in Chicago for a day and a half of discussions about options for using technology to increase access and participation in the code development process. In response to Membership demand for greater access to ICC's process, Code Council Board of Directors President Bill Dupler appointed this diverse committee to guide the organization in determining how that best can be accomplished. Updates to the Code Development Process
The Code Council has announced changes to the Code Development Process by publishing amendments to several Council Policies. One of the most significant changes relates to deadlines for eligible voters to register for Final Action Hearings and for a governmental entity to become a Member of ICC in time to have voting rights at Final Action Hearings. Other changes address financial assistance to participate in the hearings and updating standards in the International Codes. Click to continue.

CACs to Review Group A Changes,
Develop Group B Proposals

The ICC Building, Fire, Plumbing, Mechanical, Fuel Gas and Sustainability, Energy & High Performance Code Action Committees will meet March 21-22 in Chicago to review Group A code changes to be considered at the Dallas Code Development Hearings April 29-May 6 and to develop Group B code changes that are due January 3, 2013. All meetings are open to the public. For room planning considerations, if you plan on attending, please contact Lauren Crane to let her know which CAC(s) you plan on attending. Proposal Forms Available for Group B Codes
Forms for public proposals to the Group B International Codes are available for download. The closing date is January 3, 2013, for the Group B Codes that include Administrative and Updates to Referenced Standards, the ICC Performance Code, and the International Existing Building, Energy Conservation, Fire, Green Construction, Wildland-Urban Interface, Property Maintenance, Zoning, Residential-Building, Residential-Energy, Residential-Mechanical/Plumbing, and Swimming Pool and Spa Codes. The Code Development Hearings for the Group B codes are scheduled for April 21-28, 2013, in Dallas.

TECH BRIEFS
New Technical Assistance Document for Accessible Pools added to ADA.gov. This new document, "Accessible Pools: Means of Entry and Exit," contains important information for the Title II (state and local government) and Title III (public and commercial) entities with pools, including program accessibility, readily achievable barrier removal, new construcation vs. alterations, compliance dates, maintenance of accessibility features, training of staff, and tax credits and deductions. The American Lumber Standard Committee reconvened its hearing on the proposed Southern Pine Inspection Bureau changes to its design values. During the hearing, the Board received comments and concerns. Click here to read more. ALSC clarified Board of Review ruling.

Deadline is April 16 for ICC/ANSI A117.1-09 proposals. The ICC Consensus Committee on Accessible and Usable Buildings and Facilities will be developing the next edition of the standard. Suggested revisions or additions can be submitted to ICC by completing the public proposal form.

ANSI releases report on workshop. The American National Standards Institute released a report on the Standards for Disaster Resilience for Buildings and Physical Infrastructure Systems workshop. The workshop focused on strengthening the security and resilience of U.S. communities through systemic preparation for threats to national security.

ICC Ad Hoc Committee on Healthcare meeting scheduled for April 3-4. The objective of this committee is to develop code change proposals to the International Codes which will result in the most contemporary, effective and efficient provisions for hospital and ambulatory care facilities to assure the highest level of safety for all users of such facilities. The April 3-4 meeting will be held in Chicago.

IBHS report encourages adoption, enforcement of updated codes. An Insurance Institute for Business & Home Safety analysis of residential building construction in coastal states reinforces what the Code Council encourages: the adoption and enforcement of up-to-date construction codes along with training and certification provide public safety and reduce property losses when disaster strikes.
