The ICC Board of Directors adopted the 2011 Code Council budget, approved a framework for re-engineering its councils and code action committees, and established new rates for membership dues at its 2010 Winter Meeting from December 9-11 in Charleston, South Carolina.

Code Council CEO Rick Weiland indicated the budget reflects "conservative revenue projections based upon current economic conditions. At the same time we will continue to make strategic investments in areas that enhance revenue generation, respond to member needs, expand ICC's influence, or otherwise help to fulfill our mission and goals." A new approach to the Code Council's budget development includes a three-year overview through 2013. The adopted budget supports increased participation in code development through funding the Code of Honor Scholarship program, maintaining or enhancing member benefits, and support for the new "Blueprint to 2015" strategic plan.

A new Code and Standards Council designed to create a cross section of disciplines will be established, along with a series of "Membership Councils" to promote discipline-specific relationships and recommendations to the Code Council. Specific calls for application and further design of the framework of the councils will be implemented next year.

The Board received updates on the work of the Code Development Review Ad Hoc Committee (CDRAC) and the status of the Blueprint to 2015 development. Also, appointments to various Code Council committees were finalized.

The new Business Plan for the Code Council's Training and Education programs was unveiled, with action items targeted toward reinventing content and delivery of training for chapters, contract clients and online users. Plans include development of more advanced-level courses, increased options for online learning, continued emphasis on instructor quality, improved exam preparation and focusing curriculum on code application issues.
