ICC GOVERNMENT RELATIONS NEWS

Government Relations Highlights — November
The Code Council Government Relations (GR) department has once again been abuzz with activity over the past month. In addition to hosting the GR Forum, several Cracker Barrel tables, staffing three membership councils, and the Major Jurisdictions Committee in Phoenix, here are some more behind-the-scenes highlights:

• Attended the first annual DC Housing Summit, hosted by the New York State Association for Affordable Housing (NYSAFAH), for an interactive discussion with federal housing officials, Congressional representatives and New York affordable housing leaders on the future of national policy and its impact on New York.
• GR Staff member Bruce Johnson authored an article for IAFC On-Scene magazine entitled Model Code Adoption and Development: Many Challenges Lie Ahead.
• Met with staff at the Chemical Safety Board (CSB) to discuss a draft accident report and recommendations to be released by CSB. Also discussed opportunities to increase CSB involvement with ICC model code development process.
• Recoded a Webinar about Sound the Alarm Program (ICC grant from DHS).
• GR staff is working with Membership Services to support activities of the Building, Energy/Sustainability and Fire Membership Councils and Governing Committees.
• Attended the New York State Fire Marshals and Inspectors Association Chapter Annual Education Conference and staffed the ICC Exhibit. Bruce Johnson taught a 2-Hour Workshop: Update on the IgCC and Impacts of Building Green on Firefighter Safety
• Attended the Congressional briefing on Building Safety in the Face of Natural Disasters, helping facilitate Board member Guy Tomberlin’s presentation at the briefing.
• Attended CFSI’s National Advisory Committee meeting where the ICC resolution in support of the Safe Building Code Incentive Act passed unanimously.
• Helped promote the new Safe Building Code Incentive Act, a bipartisan bill introduced by Reps. Mario Diaz-Balart, Albio Sires, Richard Hanna, and Steve Southerland. The bill will provide a financial incentive for states to voluntarily adopt and enforce model national building codes for the construction of new residential and commercial properties. Qualifying states would receive an additional 4 percent in post-disaster relief grants from the Federal Emergency Management Agency to address long-term hazard mitigation, such as improving drainage structures, restraining cables on bridges and installing window shutters for hospitals and other critical facilities.
• Conducted a survey, along with the Center for Code Reform, regarding jurisdictions which have adopted or were considering adopting the IgCC. The results of the survey were overwhelmingly positive and reflected well on the advocacy campaign ICC has undertaken in favor of IgCC adoption.
