ICC Permit Technicians "Quarterbacks for the Building Industry"
in the Spotlight at ICC Annual Conference in Portland
The Oregon Permit Technician Association (OPTA) hosted an afternoon social during the ICC Conference in Portland, bringing together Permit Technician Chapter members attending the conference from Oregon, Washington, Kansas and New Jersey. It was a great opportunity to network with permit technicians from different areas of the country.
     
 
John Darnall, C.B.O., city of Tumwater, Wash., a huge supporter of permit technicians stopped by the ICC Permit Technicians Booth during the Expo at the Oregon Convention Center. The booth was hosted by the 10 current ICC Permit Technician Chapters with a theme, "Permit Technicians... Quarterbacks for the Building Industry." The booth displayed a stand-up football player holding the 2012 Permit Technicians Study Companion for individuals to snap a picture in the face, a goal post with "The Techs" team name displayed and two signed NFL footballs as a drawing. Small gold stress footballs with "Go Techs" imprinted on the footballs were given to participants to throw through the goal posts to win a chance in the drawing to win one of the signed NFL footballs. The booth drew a lot of attention and exposure for the support of Permit Technicians and Permit Technician Certification.

ICC Welcomes Region II and the Louisiana Building Code Alliance

Two new chapters were recently approved by the ICC Board of Directors at their meeting in Portland, Oregon. Region II and the Louisiana Building Code Alliance.

Region II consisting of Alaska, Idaho, Montana, Oregon, Washington and Wyoming is dedicated to excellence in education and engagement at the local, regional, national and international levels, promoting a safer environment for all by bringing together individuals engaged in the administration, enforcement and implementation of all codes related to the built environment.

Current Participating Chapters; Alaska Central Chapter, Idaho High Desert Chapter, North Idaho Code Enforcers, Snake River Chapter, Idaho Association of Building Officials, Oregon Building Officials Association, Oregon Permit Technicians Association, Oregon Mechanical Officials Association, Bend Chapter, Rainier Chapter, Southwest Washington Chapter, Washington Association of Building Officials, Washington State Association of Fire Marshals, North Central Chapter, Northwest Washington Chapter, Wyoming Conference of Building Officials, Wyoming Association of Fire Marshals, Washington State Association of Permit Technicians.

The Louisiana Building Code Alliance (LBCA) is an organization of fifty-four members and was created to serve primarily code officials, contractors and design professionals in the northern part of the state.

Peninsula Chapter Mobilizes Outreach Task Force

The ICC Peninsula Chapter mobilized its elementary school outreach program recently by deputizing elementary school students in Milpitas, California. The program is based on successful model established a few years ago by chapter member and Chief Building Official for County of Santa Cruz Planning Department, Tony Falcone.

Chapter President Susan O'Brien said, "We are actively looking for additional schools in the area so that we can potentially send our 'outreach task force' to a different elementary school each month. Hopefully, this will inspire other chapters when they see what Tony has shared with our Chapter and how we are using it to get the message out. It is important for children to know what our role is in building safety and also to give some helpful safety tips the children can take home."

Fire Safety Directors Association of Greater New York Awards

This past October, the Fire Safety Directors Association (FSDA) of Greater New York presented awards to those individuals who have made an impact on high-rise fire safety and codes. The following recipients were:

James Hodgens, FDNY Deputy Chief, 1st Division Commander was the recipient of the Edward W. Whalen Memorial Award. This Award is presented to a member of the Fire Department of the City of New York both active and retired who has furthered the goals of fire prevention, safety and education in the field of fire protection. The award is named after Edward W. Whalen, FDNY Battalion Chief (ret.) who was a loyal supporter and advisor. He played a key role in the Associations' current success. The Award recipient exemplifies by his actions and deeds the dedication and professionalism exhibited by Chief Whalen to the members of the fire service and the citizens of New York City.

Chief Hodgens has been a member of the FDNY for 31 years. For the past 13 years he worked as a Chief Officer in Midtown Manhattan and currently is serving as the Division Commander for the 1st Division in lower Manhattan. Jim has an undergraduate degree from the University of Rhode Island and he is a graduate of the FDNY West Point Joint Counter-Terrorism Training Initiative; the FDNY Columbia University Fire Officer's Management Institute, and the New Mexico Tech Institute. Chief Hodgens has been served as an instructor at the Battalion Chief's Command Course in High-Rise Operations and the newly adopted Building Inspection Safety Program. He is a certified instructor for Incident Response to Terrorist Bombings.

Chief Hodgens has also served on several code and drill committees representing: FDNY and City of New York on both Emergency Planning and Preparedness and Code Compliance; BOMA Preparedness Committee assisted in formulating a drill manual for High-Rise Buildings and their staff and he has served on the International Code Council Means of Egress Committee in 2007 and 2010.

Frank Lindsay, FDNY Chief Inspector of Public Safety Inspection was the recipient of the FSDA World Trade Center Memorial Award is dedicated to the six Fire Safety Directors who made the supreme sacrifice and died in the line of duty on September 11, 2001 by assisting the Fire Department in the evacuation of the Twin Tower Buildings. The Award recipient is a person who by his everyday performance embodies the ideals of fire safety and exemplifies the purpose and goals of this Association to further the cause of life safety in high-rise buildings.

Chief Inspector Lindsay graduated from John Jay College with a BS degree in Fire Administration and attended the NYC Management Academy. He started off as a Fire Prevention Inspector in the Field Public Communications Unit (FPCU) and then managed the FPC Unit processing for vacate orders issued by the Field Units and forwarding complaints of hazardous conditions directly to the Field, this included working directly with the Social Club Task Force after the Happy Land Fire in the Bronx. In 1995 he assumed the rank of Chief Inspector of the Public Safety Inspection Group and over the years he has interacted with the Department Field Units on various fire prevention issues. After 9/11, Frank became a member of the NYC Task Force for the Development of the Emergency Action Plan and the high-rise task force to resolve issues and problems with commercial buildings. He is the recipient of two Department Awards: In 2005, he received the James J. Johnson Memorial Administrative Medal for implementing a rigorous On-Site Testing of Department Fire Safety Inspectors to improve safety and security in High-Rise buildings; and in 2011 was awarded the James J. Johnson Memorial Administrative Medal for reducing the number of outstanding violations in City Owned and other non-jurisdictional properties throughout the City.

NYS Fire Marshals and Inspectors Association Holds Annual Education Conference

The New York State Fire Marshals and Inspectors Association (NYSFMIA) held its Annual Chapter Education Conference Sept. 25-27 in Skaneateles, N.Y. Code Council Board member Robert Drexler was on hand to swear in the new Chapter officers. They are: Jeffrie Wilkinson, President; Keith Fennelly, First Vice President; Pat Inzer, Second Vice President; and Dave Raines, Secretary. Building Officials and Inspectors Association Honors ICC's Phil McMahan

International Code Council Government Relations Senior Regional Manager Phil McMahan (right) was honored by the Building Officials and Inspectors Association of Volusia and Flagler Counties during the Chapter's August meeting in Daytona Beach, Florida. President Joe Levrault (right) presented a Certificate of Appreciation to McMahan for his "generosity and dedication to the advancement of our industry." While at the meeting, McMahan gave a report on the Code Council's current programs and initiatives, including the new online voter registration system.

PT Hotwire Launched as a "Nationwide Message Board" for Permit Technicians

It will be managed from Kansas, but PT Hotwire is being launched as a "nationwide message board" for permit technicians and their International Code Council Chapters.

Tamara Hagerman, President of the Kansas City Metropolitan Association of Permit Technicians (KCMAPT), said the website should help raise the profile of permit technician chapters and members with the rest of the ICC universe and the interested public. The website is a blog, which allows anyone who processes building permits to post items on PT Hotwire and make comments on each post. Hagerman said the blog is designed to be used by all permit technicians and ICC Chapters to post professional news, chapter events, meeting notices, educational events and career help.

"PT Hotwire is going to be a great tool when you're at work and for chapter meetings," Hagerman said. "I think we as ICC Permit Technician Chapters should participate in this endeavor. We have a voice. We should express our views and opinions, and that's what the PT Hotwire is all about."

KCMAPT Past President Amy Barenklau, who helped Hagerman develop PT Hotwire, said the blog is sponsored and managed by KCMAPT. News items to be posted on the blog should be emailed to blog@kcmapt.org or to kcmapt@kcmapt.org.

"Permit technicians have sought a national forum that is unique to our professional issues and interests," Barenklau said. "We are making this easy to access and easy to use. Chapters can post news items, training notices and career help. Members can register with the blog and respond by sharing their experience and advice."

Chickasaw Nation Hosts Oklahoma Construction Codes Conference

Approximately 70 city, county and state code officials participated in the Fall Joint Codes Conference of the Construction Codes Education Coalition of Oklahoma hosted by the Chickasaw Nation. The four-day event in Ada, Oklahoma, focused on education and training regarding building codes designed to protect public health and welfare. Mark Roberts, Senior Regional Manager of Government Relations for the Code Council provided Chapter benefit training to the Oklahoma Mechanical Inspectors Association and another day of training to the Oklahoma Building Inspectors Association that was donated by ICC’s Region X. Other Chapters participating in the event included the Oklahoma Plumbing Inspectors Association and the Oklahoma Chapter of the International Association of Electrical Inspectors.

The Chickasaw Nation is an ICC Governmental Member that enforces the International Codes. The Chickasaw Nation Division of Housing and Tribal Development was the first tribal building department in the United States and the first building department in Oklahoma to receive accreditation from the International Accreditation Service. Missouri Association of Building Officials and Inspectors Celebrates 60 Years as an Organization

The Missouri Association of Building Officials and Inspectors celebrated 60 years as an organization during its 2012 Annual Fall Conference in Osage Beach, Missouri. The event featured education sessions on the 2009 International Building Code "Performing Commercial Building Inspections" and "Mixed Occupancies," and the 2009 International Residential Code "Roof to Soils – The Essentials of Building Load Transfer, Design & Inspection" and "Field Inspection Chapters 1-10 & Alternate Materials." ICC Board of Directors member Tina Rakes was on hand to welcome the new MABOI Board.
