Who Will Be the Next Chapter of the Year?
The Chapter of the Year Award recognizes a Chapter that demonstrates exemplary performance in promoting the goals and mission of the International Code Council. The winning Chapter will be distinguished by its professionalism and participation in ICC. The award also acknowledges public support for building and fire codes, building safety, and the fields of construction and code administration. The winning Chapter(s) will be honored at the ICC Annual Conference in Portland, Oregon, October 21-24, 2012.

The Chapter of the Year will receive a personalized plaque, one seminar from ICC's core curriculum, including instructional materials and one complimentary registration to the next ICC Annual Conference.

Rouleau-Cote Named New Hampshire Building Inspector of the Year
Auburn, New Hampshire, Building Inspector/Zoning Officer Carrie Rouleau-Cote was presented the 2011 Building Inspector of the Year Award by the New Hampshire Building Officials Association. Rouleau-Cote was recently elected NHBOA Vice President after serving many years as Secretary for the Chapter.

Rouleau-Cote told The Hooksett Banner that she was caught off guard by the award. "They did a good job surprising me that day," she said.

Nonetheless, Auburn Town Administrator Bill Herman said the award is well deserved. "It's a significant recognition of Carrie and a significant recognition of Auburn," he said.

Rouleau-Cote said her goal is to not to force code restrictions on local builders, but to help them work their way through the compliance process. "I don’t design a project for somebody, but steer them in the correct direction as to the procedures they need to go through to ultimately get the product they want."

Sherman echoed those sentiments. "She is a very good people-person and relates very well to the public," he explained. "The attitude is, 'We're not here to hammer people, but to help people.'"

Rouleau-Cote said her growing participation in NHBOA and the Code Council has been beneficial to her job performance. She has attended ICC Annual Conferences in Minneapolis, Charlotte and Phoenix, the last as a Code of Honor Scholarship recipient. "If I stayed behind the four walls each day, I wouldn't get the exposure to all of the stuff that's out there," she said. "I'm fortunate the selectmen and the town administrator allow me to take an active role in the association."

NHBOA Board of Directors member Thomas Johnson, who serves as Director of Zoning, Building Codes and Health for Durham, New Hampshire, said Rouleau-Cote's future is bright in the building safety industry. "She is a rising star for years to come."

New Hampshire Building Officials Chapter Annual Meeting
The New Hampshire Building Officials Association (NHBOA) Chapter held its Annual Meeting on December 14 in Concord, New Hampshire. New Chapter officers were sworn in by International Code Council Government Relations Director of Fire Service Activities Bruce Johnson. New Chapter Vice President Carrie Rouleau-Cote received the Inspector of the Year award (see previous story), and Bill Edney was presented a President's Certificate of Appreciation for 15 years of service on the Board of Directors.

Niagara Frontier Building Officials Association Conference
The Niagara Frontier Building Officials Association (NFBOA) held its 28th Annual Educational Conference January 23-25 in Cheektowaga, New York. The conference was a huge success with more than 350 attendees.

Fire Marshals Association of Utah
The Fire Marshals Association of Utah (FMAU) Chapter conducted training seminars and chapter business on January 12-13 in St. George, Utah, in conjunction with the Utah Fire and Rescue Academy Winter Fire School. Recently elected Chapter Officers were installed on January 13.

Region VII Holds Meeting, Swears in New Chairman
The Region VII meeting was held January 20 in Hagerstown, Maryland. International Code Council Board Member Stephen Jones and Goverment Relations Senior Regional Manager Roland Hall were in attendance. Jones presented outgoing Chapter Chairman Joseph Day of New Castle County, Deleware, with a plaque; and outgoing Chapter Past Chairman Robert Cannon of Beckley, West Virginia, with a certificate.

Vermont BSA Chapter Holds Annual Conference Planning Session
The ICC Building safety Association of Vermont held the planning session for its 2012 Annual Meeting and Training Conference (June 27-28) on January 11.

Grand Canyon Chapter Installs 2012 Officers
The Grand Canyon Chapter's 2012 officers were installed at the its January meeting held in Bullhead City, Nevada.

CBOA Conducts Education Program on Disasters
The Connecticut Building Official Association (CBOA) recently held its annual ICC membership benefit education program at the Aqua Turf in Southington, Connecticut. The class, "When Disaster Strikes," was facilitated by CBOA Vice President Raymond Steadward and was taught by ICC instructor Chris Laux. Eighty-eight Chapter members attended and gave the seminar high marks for content and relevance to the weather patterns currently experienced in the region.
