VBCOA Region V Attends Groundbreaking
for Wounded Veteran Nick Thom


Virginia Building and Code Officials Association (VBCOA) Region V (Northern Virginia) Chairman Charlie Black and longtime member Dick Meyer attended a ceremony to honor Marine Lance Corporal Nicholas Thom and celebrate the groundbreaking for his new home in Broad Run, Virginia. The organization Homes for Our Troops is building a new, specially adapted home for Lance Corporal Thom and his wife Samantha that will allow Nick, a bilateral amputee with multiple upper-extremity injuries, the freedom and independence he fought hard to preserve.

The VBCOA Chapter has been involved with Homes for Our Troops since 2010, when it reached out to offer help through the regulatory process and provide labor as needed. The project went through a series of delays, during which VBCOA and Region V maintained their commitment to the cause, and finally broke ground on December 8. Continue reading story

ANSI Approves Next Generation of the
ICC 700 National Green Building Standard

The National Association of Home Builders and the International Code Council applaud the recent approval of the 2012 ICC 700 National Green Building Standard. The ICC 700 National Green Building Standard, a nationally recognizable standard definition of green building, is the first and only residential green building rating system to undergo the full consensus process and receive approval from the American National Standards Institute (ANSI). Piester: ICC Will Sharpen Its Focus on Its Core Functions
As the International Code Council celebrates 10 years as a consolidated association, ICC Board of Directors President Ron Piester said he wants the organization to sharpen its focus on its core functions – creating the best building codes in the world, and doing all it can to support its Members and other stakeholders in the important work they do in their various jurisdictions. The Board and management team's conservative approach to financial management, including ICC's recent organizational realignment, is aimed at better positioning the association to provide these essential services to ICC Members and ensure the financial health of the Code Council for the long term. ICC Board Approves Deletion of IBC Chapter 34 in Favor of IEBC Reference
The Code Council Board of Directors supported the Membership's recommendation and upheld action taken at the 2012 Public Comment Hearing in Portland on Code Change G201-12 that proposed the deletion of Chapter 34 of the International Building Code (IBC) in favor of a reference to the International Existing Building Code (IEBC). The IEBC, in Chapters 4 (Prescriptive Compliance Method) and 14 (Performance Compliance Methods), includes the same provisions that are in Chapter 34 of the IBC. Continue reading story

Significant Code Changes to the A117.1 Accessibility Standard, 2009 Edition
Two former exceptions have been deleted from Section 602.2 (Clear Floor Space at Drinking Fountains) of the A117.1 Accessibility Standard. The two exceptions previously allowed for a parallel approach to existing drinking fountains. The exceptions were deleted from the standard in an attempt to harmonize with the revised Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines, which does not allow a parallel approach to drinking fountains in existing facilities. If these exceptions were not removed, the A117.1 standard would have been less stringent than the federal law and these exceptions would have led to potential problems for people who relied upon the standard when evaluating compliance with accessibility requirements. N.Y. Gov. Andrew Cuomo Lays Out Agenda in State of the State Address
Opening the 2013 session of the New York State Legislature with his State of the State "NY Rising" address, Gov. Andrew Cuomo once again called for New York to lead the way, and proposed updating the New York State Building Code to promote smarter, resilient building performance, as well as increased survivability. Construction Jobs Forecast Looks Good for 2013
The nation's construction industry is expected to post job gains in the coming year, with a solid improvement seen in the housing market in the second half of 2012 that may provide the industry a foundation to build upon going into next year. Predictions of a 4.1-percent increase in year-over-year prices could indicate that construction jobs will increase soon, and the moderate recovery that the construction industry has seen nationwide is expected to continue in 2013. ICC Teams with NCSEA and SEI to Release New Guide for Structural Loads
A new publication exclusively devoted to the determination of structural loads has been released by the International Code Council (ICC) with the cooperation of ASCE Structural Engineering Institute and the National Council of Structural Engineers Associations (NCSEA). Structural Loads: 2012 IBC and ASCE/SEI 7-10 organizes structural load provisions in comprehensive flowcharts that provide a road map to guide readers through the load requirements. The book includes numerous worked-out design examples as well as a complete Solutions Manual available as an online bonus. Continue reading story
