Code Council Seeks Nominations for 2013 Awards

Deadlines for nominations — July 1 and July 15 — are quickly approaching.

If you know an exemplary individual or group whose contributions to building safety, code compliance, fire prevention, sustainability, public service or community service are commendable, nominate that person or group for an International Code Council award. Award recipients will be honored and recognized publicly for their accomplishments during the 2013 ICC Annual Conference in Atlantic City, N.J.

Nominations for the Bobby J. Fowler, Gerald H. Jones Code Official of the Year, Fire Service, Community Service, Affiliate and Raising the Profile awards will be accepted until July 1. Applications and details are available at www.iccsafe.org/2013Awards.

The Global Membership Award nomination deadline is July 15. Applications and details are available at www.iccsafe.org/GlobalAward.

The Bobby J. Fowler Award is named in honor of the first chairman of the ICC Board of Directors, a visionary for the consolidation of the model code industry. The award is presented to an individual whose contributions to the building safety industry advance ICC's goals of achieving a safer built environment.

The Gerald H. Jones Code Official of the Year Award is given to an individual whose contribution to the code enforcement profession is meritorious based on demonstrated professional abilities; is recognizable as an example for all members of the code enforcement profession; and furthered the cause of safety in the built environment within a jurisdiction, state or the country.

The ICC Fire Service Award is presented to an ICC Member whose service, professional abilities and leadership has been exemplary in the development of the ICC fire code and has served as an example to all fire prevention and fire protection professionals.

The ICC Affiliate Award is bestowed to a building industry professional who consistently demonstrates the qualities of integrity, professionalism and dedication through service to the profession and whose personal standards represent the spirit of public service to the development of codes and standards in the interest of public safety.

The ICC Community Service Award is conferred for meritorious service by an individual, organization, jurisdiction or community group that promotes public health, safety and welfare by initiating activities or actions which are considered to be above and beyond the normal expectations.

The Raising the Profile Award is presented to an individual or organization for acts or contributions that raise the public awareness of accomplishments by code personnel that improve public safety in the built environment.

The National Leadership in Sustainability Award is presented for outstanding contributions to the growth and enhancement of sustainability in the built environment. Nominees can be an individual, an organization, an ICC Member, a notable public figure, or an affiliate of a closely aligned organization or agency. Nominators must be ICC Members.

The Global Membership Award is presented for an extraordinary contribution that furthers the global interests of the ICC and its Members. It promotes the importance of building safety around the world and the contributions of ICC's international Members.

Call for Nominations to the ICC Board of Directors

Elections of officers and vacant Code Council Board of Directors positions will be held on Oct. 1 at the Annual Business Meeting. All Board candidates must submit a letter of interest, current resume and any other information they feel necessary to support their candidacy to be received by the Chair of the Nominating Committee by Aug. 2 to ensure an interview.

Call for Nominations for Honorary Members Deadline Approaches

Nominations will be accepted through close of business Monday, July 1, 2013.

The ICC Board of Directors is requesting nominations for 2013 Honorary Members. An Honorary Member is a person who has rendered outstanding service to the ICC. The Honorary Member Committee will consider submitted nominations when compiling its list of candidates.

The Board of Directors will present its list of potential Honorary Members for approval by Governmental Member Voting Representatives in attendance at the Annual Business Meeting.

2013 Code of Honor Scholarship Application Period Closes on Friday, July 12

Code of Honor professional development scholarships help to ensure the I-Codes reflect the consensus view of officials at all levels of government by providing funding to Governmental Member Voting Representatives seeking to attend and participate in the Public Comment Hearings, Oct. 2–10, in Atlantic City, N.J. Last year, 93 scholarships were awarded to Governmental Member Voting Representatives.

Sponsored Scholarships for Children of Code Enforcement Professionals Available

Children of code enforcement agency personnel whose jurisdictional authority is an active ICC Governmental Member have the opportunity to apply for five Sponsored Scholarships. Only one application is needed to apply for all the scholarships. Deadline for submissions is June 28.

President's Climate Action Plan References Codes

The plan calls on the National Institute of Standards and Technology to convene a panel to provide guidelines for consistent safe buildings, says federal agencies will synchronize building codes to improve the efficiency of federal buildings and recognizes states and communities for updating building codes.

More Than 65 Departments Have 100% Certified Staff

The Get Everyone Certified Challenge kicked off in late spring and challenged building and fire safety departments to get all their technical staff certified by ICC. More than 65 departments have demonstrated their staff's commitment to protecting public health, safety and welfare through demonstrated code knowledge and skills, as well as their ability to apply those skills on the job.

Congratulations to the 373 staff members who are ICC certified and helped their departments reach 100-percent staff certification. A special congratulations to the City of Des Moines, Iowa, which has the most technical staff members who are ICC certified, with 34.

As for the competition, California is leading the way with eight departments with 100-percent certified staff, but Washington is close behind with seven.

Make Your Opinion Matter — Join an ICC Exam Development Committee

If you've ever been interested in having a say in the development and maintenance of the ICC National Certification exams, now is the time to apply. Besides helping ICC to ensure the certification exams are valid, reliable, fair, and defensible, participation earns CEU credits toward renewal of your certifications. The closing date for applications is July 31.

Exam Development Committee (EDC) members are appointed by the Board for International Professional Standards (BIPS) for three‐year terms. Applications are reviewed for experience, education, certifications held, previous committee experience, and geographic location/municipality size, to ensure our committees are representative of the entire U.S.

Many Exam Development Committees (EDCs) have terms ending this December, including Accessibility, Commercial Building, Certified Building Official, Coastal/Disaster Response, Electrical, Energy, Fire, Fuel Gas, Green Building, Mechanical, Permit Technician, lumbing, Portable Fire Extinguisher Technician, Pre-engineered Fire Extinguishing Technician, Property Maintenance and Zoning, Reinforced and Prestressed Concrete, Residential Building, Residential Fire Sprinkler Inspector, Soils, Structural Masonry, and Structural Steel.

ICC High School Technical Training Program


The Rhode Island Building Officials Association (RIBOA) held its meeting at the Rhode Island Builders Association Offices in East Providence. As part of new business, Chapter Secretary Wayne Pimental (second from left) reported on the Code Council High School Technical Training Program. Eight high schools are committed to the program. The Chapter voted unanimously to pay for ICC membership---$150 each for all eight schools. The International Accreditation Service (IAS) provides objective evidence that an organization operates at the highest level of ethical, legal and technical standards. IAS is a nonprofit, public-benefit corporation that has been providing accreditation services since 1975. IAS accredits a wide range of companies and organizations, including governmental entities, commercial businesses and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations.

The ICC Ventura Chapter of ICC hosted a presentation on May 15 by IAS Marketing Manager Greg West (pictured standing) on the IAS Building Department Accreditation Program. The presentation provided an overview on the accreditation program, including the evaluation process and criteria used to accredit building departments.

Quality Management Systems and Special Inspection Agencies

As part of their enforcement of Chapter 17 of the International Building Code, building departments look to special inspection agencies for assessment of critical building elements from concrete, to soil studies, to the evaluation of post-installed concrete anchors. Given the expertise and attention to detail required of special inspection agencies, it is important that they are operating under a documented quality management system.
