cdpACCESS Preview and Online Voting Test
Anticipated as Part of Group B Hearings

Following Group B Public Comment Hearings Oct. 2-10 in Atlantic City, N.J., the Code Council expects to conduct tests of the online voting process for a handful of proposed changes to the 2015 International Codes. The test is part of the advancement of cdpACCESS, ICC's initiative to create the code development process of the future. Eligible Voting Members who attend the hearings will vote in person, as per usual, when the moderator calls for a vote. This vote will determine the final outcome. Following the hearings, eligible voters can cast their votes on the selected code changes online about 10 days after the hearings. Read more.

Code Council Applauds HUD Final Rule Requiring Smoke Alarms
in Subsidized Housing for the Elderly and Disabled


The U.S. Department of Housing and Urban Development (HUD) has issued a Final Rule that adds a requirement for smoke detectors/alarms to be included in its regulations for subsidized housing for the elderly and disabled. The Final Rule, which goes into effect on July 22, requires all sleeping units and other areas to be equipped with smoke alarms that adhere to the multi-family standards outlined in the International Building, Residential, Existing Building and Property Maintenance Codes developed by the International Code Council (ICC).

"This is a significant action taken by HUD in an effort to safeguard some of our most vulnerable citizens," said Ronald Piester, AIA, President of the International Code Council Board of Directors. "The HUD rule supports the work of thousands of ICC Members and Code Officials across the country who are dedicated to improving safety in the built environment." Continue reading story

The SAVE Act — Making Homes Efficient and Affordable

Reports find that SAVE would generate 83,000 jobs and $1.1 billion in consumer energy bill savings in 2020.

The SAVE Act (S. 1106), which was re-introduced on June 6 by Senators Michael Bennet (D-Colo.) and John Isakson (R-Ga.), is legislation to improve the accuracy of mortgage underwriting used by federal mortgage agencies by including a home's expected energy cost savings when determining the value and affordability of energy efficient homes. Utility bills are usually larger than either real estate taxes or homeowners insurance, but they are currently ignored in mortgage underwriting.

The proposal is supported by a diverse coalition of organizations, including the International Code Council, the National Association of Home Builders, the National Association of Realtors, the U.S. Chamber of Commerce, the U.S. Green Building Council, the Leading Builders of America, and the Natural Resources Defense Council.

The SAVE Act would help revitalize the hardest hit sectors of the economy by providing lower rate mortgage financing for cost effective energy improvements; giving homebuilders and homeowners the option to recover the cost of efficiency investments; and enabling better federal mortgage underwriting while lowering utility bills for American households.

Texas State Association of Plumbing Inspectors
Annual Short School & Education Seminar


The 66th Annual Texas State Association of Plumbing Inspectors Annual Short School & Education Seminar and Conference was held June 8-13 in Corpus Christi, Texas. The Texas State Association of Plumbing Inspectors was founded in 1948 as an organization dedicated to the advancement of the plumbing inspector, property owner, builder, craftsman and the municipality; to lend every possible aid to the improvement and protection of sanitary environment in the community; and to impress upon the public the vital necessity of proper sanitation.

The installation of the new officers for 2013-2014 was conducted by ICC Director of PMG Resources Lee Clifton, who also provided training on the new 2012 ISPSC that is being adopted by many jurisdictions in Texas. Jim Breedlove, Plumbing Inspector with Dallas Fort Worth Airport, Dallas, Texas, was the outgoing President. Joe Davis, Chief Plumbing Inspector with the City of Wichita Falls, Texas, is the new incoming president.

There were also two scholarship awards presented: Trey Mondin, an engineering student at Texas Tech University, received the Charles Peebles Academic Scholarship in the amount of $1,000; Tim Robinson, an apprentice with PHCC of Texas, received the Charlie Hall Vocational Scholarship, also in the amount of $1,000.

WPLBO Announces Seattle Candidates Forum

The Western Pacific League of Building Officials (WPLBO) is holding a Candidates Forum in 2013 to discuss commonalities amongst its western Chapters; share best practices, training opportunities, and upcoming events; and to interview candidates for potential leadership positions on the International Code Council's Board of Directors.

Representatives from California, Nevada, Oregon and Washington are coming together to hold interviews on Saturday, August 3 in Seatac (Seattle), Wash. Interviews will be held all day at a hotel near the Seattle/Seatac airport, and candidates who seek the endorsement of any one of our WPLBO member states are encouraged to attend. Each member state of WPLBO will be weighing its own endorsements, in addition to supporting a collective "WPLBO" four-state endorsement. Options to attend/interview via Skype will be available to those who are unable to travel to Seattle for an in-person meeting.

ICC-ES Issues New Building Product Listings to Requirements of ASTM E84

NuForm Building Technologies, Inc., Barrier Technology Corporation, and StoneMaster, Inc., have received ICC-ES building product listings to ASTM E84 — Standard Test Method for Surface Burning Characteristics of Building Materials. The ICC-ES listings provide the classification for these manufacturers' products in accordance with the ASTM E84 requirements for surface burning characteristics of building materials that apply to exposed surfaces such as walls and ceilings.

"ICC-ES' strong reputation in product evaluation now has extended product listings to consensus standards," said ICC-ES President Shahin Moinian. "What we do, however, is more comprehensive. We issue listings after we verify compliance to the applicable codes. Code officials will like our listings because of this comprehensive review." Continue reading story

SES Foam Receives ICC-ES ESR-3375 and EPA Seal
and Insulate with Energy Star Certification

SES Foam has earned ICC Evaluation Service (ICC-ES) and U.S. Environmental Protection Agency (EPA) recognition for its 0.5 lb/ft3 spray-applied polyurethane foam plastic insulation. ICC-ES is the first recognized Certification Body for the EPA Seal and Insulate with ENERGY STAR program to issue this type of report. This program applies to insulation intended for use in whole wall, ceiling, roof deck and floor systems sold in the United States for use in residential construction. The EPA Seal and Insulate Program includes requirements for independent third-party testing and certification, reporting of thermal resistance and surface-burning characteristics that establish compliance with the requirements of the International Residential Code and International Energy Conservation Code, and installation instructions and diagrams. The International Accreditation Service (IAS) recognized June 9 as World Accreditation Day by promoting the theme — Accreditation: Facilitating World Trade. More than 60 countries participated in the global initiative established by the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC). IAS is a recognized accreditation body and a signatory member of both ILAC and IAF, which provide the infrastructure necessary for consumers in different countries to have confidence in the safety of goods traded on the world market.
