NASFM Board Updated on ICC Initiatives and
Activities Related to State Fire Marshals

International Code Council (ICC) CEO Dominic Sims and other representatives met with the National Association of State Fire Marshals Board of Directors during NAFM's 2013 Annual Conference in Indianapolis. NASFM Board President Bill Degnan of New Hampshire invited ICC to the meeting to address questions from NASFM members and to give an update on ICC initiatives and activities of interest to state fire marshals. The discussion focused on matters related to the adoptions of the International Codes, specifically the inclusion of the residential fire sprinkler requirements in the International Residential Code.

Sims stated that ICC fully supports the requirements in all of its codes including residential fire sprinklers. While ICC respects the rights of jurisdictions to amend codes as they see fit, the Code Council advocates for the un-amended adoption of the ICC Family of Model Codes and Standards. ICC has developed a support system to assist jurisdictional authorities with the implementation of new editions of the International Codes, including resources and tools to support the implementation of residential fire sprinkler systems. Adoption support includes:

  • Information in the ICC Adoption Tool Kit.
  • Residential Fire Sprinkler (RFS) Resource page that includes information on training programs, Inspector and Contractor Certification Exams and publications.
  • Providing technical support to the National Fire Protection Association (NFPA) Research Foundation RFS Cost Study (currently being updated).
  • Providing technical support to NASFM Research Foundation Bridging the Gap: A Guide to Implementing a Residential Sprinkler Requirement.
  • Participating in California's Fire Sprinkler Coalition (focused on successful implementation of requirements adopted for RFS).
  • Providing technical support to the Center for Public Safety Excellence's new program for Residential Fire Sprinkler Contractor Accreditation (formally announced at the International Association of Fire Chiefs Fire-Rescue International in Chicago).
  • Supporting Congressional Fire Services Institute NAC members on the resolution supporting the Federal Fire Sprinkler Incentive Act initiative.
The Code Council's Government Relations staff has and will continue to provide public comments that support the adoption of the most current, un-amended model codes and standards. ICC has proactively pursued that in a coordinated and collaborative manner with other stakeholders such as state fire marshals and code officials. ICC co-chairs the Coalition for Current Safety Codes with NFPA for the single purpose of promoting the adoption and administration of the most current model codes and standards.

Sims provided the NASFM Board with an update on cdpACCESS, ICC's initiative to develop the code development process of the future. He also discussed the emerging issue of school lockdown/security concerns and integrating new "best practices" into the model fire codes. NASFM Vice President Butch Browning of Louisiana is leading an NASFM Committee on this topic and this will be an excellent opportunity for developing the necessary code changes proposals to address potential conflicts with "lock-down" and "emergency escape egress" in school buildings.

Code Council Teams Up with National Association of Home Builders and
National Kitchen and Bath Association for "Design and Construction Week"

The substantial benefits of collaboration between the building safety and residential construction industries will be on display during the inaugural "Design and Construction Week" Feb. 4-6, 2014, in Las Vegas, Nev. The International Code Council is a supporting organization of the first-ever event that was created by the National Association of Home Builders (NAHB) and the National Kitchen and Bath Association (NKBA) to improve industry professionalism through education, networking and product knowledge. The event promises to be the largest-ever residential construction expo in the nation in 2014.

"While state and local governments continue to adopt contemporary and more efficient codes and standards, contractors, designers and manufacturers can be assured that the Code Council will help facilitate emerging technologies that will lead to a more robust marketplace," explained ICC CEO Dominic Sims. "'Design and Construction Week' is an excellent opportunity for the Code Council to distribute information and solidify confidence in its programs and services, particularly product evaluations that are invaluable to manufacturers looking for greater market penetration."

Another primary goal of "Design and Construction Week" is to bring together the leading organizations in key segments of residential construction so ideas will flow and coalitions and alliances will be built. NAHB is a founding strategic partner of the Code Council while NKBA serves nearly 50,000 members as the premier association for kitchen and bath professionals.

"Partnering with NAHB, NKBA and other supporting organizations for 'Design and Construction Week' is an important first step in our joint efforts to build a stronger industry," said Code Council Board of Directors President Ronald Piester, AIA. Holds Annual Meeting and Training Conference


The New York State Fire Marshals and Inspectors Association (NYSFMIA) held its Annual Meeting and Training Conference Sept. 3–6. International Code Council Board President Ron Piester and Code Council Board member Rob Drexler were in attendance and swore in Chapter officers.

County Building Officials Association of California
Holds 50th Annual Conference and Caucus


The County Building Officials Association of California (CBOAC) held its 50th Annual Conference and Caucus 26–28 at the Embassy Suites Riverfront Promenade in Sacramento, Calif. The CBOAC celebrated its 50th year, representing 58 counties. The outgoing president is Dewayne Starnes the Building Official of the County of Sonoma. The new president for 2013-2014 is Nancy Springer, Building Official with the County of Butte. Lee Clifton, Director of Plumbing, Mechanical, Fuel Gas, & Swimming Pools (PMG) Resources and Jeff Mitchell with the Association of Pool & Spa professionals (APSP) introduced the attendees to the 2012 ISPSC and how easily it could be adopted in California. Past ICC Board member John Latorra was in attendance and delivered a presentation with Rick Renfro, Building Official of the City of Elk Grove on the "Future of Building Departments". Ron Lynn, past President of ICC, also did a presentation titled "Credibility of Code Officials". The ABM included additional education by many of California leading Industry experts.

First Central Texas BPI Training Event Scheduled for October

The Building Officials Association of Texas (BOAT), a chapter of the International Code Council, and the University of Texas at Arlington (UTA) will be hosting the First Central Texas Building professional Institute (BPI) training event in Austin, Texas, during the week of October 21. The education programs are offered in five tracks of building, residential, plumbing/mechanical, electrical and code enforcement.

ICC-ES Issues New Product Evaluation Reports for Powers
Fasteners that Comply with the 2003–2012 IBC and IRC

Two new ICC Evaluation Service (ICC-ES) reports have been issued to Powers Fasteners—along with an additional product listed on the reports for DEWALT (Stanley Black & Decker)—showing compliance with the International Building Code (IBC) and International Residential Code (IRC). ESR-3471 was issued for Powers Power-Stud+ SD3, Power-Stud+ SD4 and Power-Stud+ SD6 Stainless Steel Anchors in Cracked and Uncracked Concrete. These products were evaluated for structural properties and compliance with the 2003 through 2012 IBC and IRC. The stainless steel anchors are used to resist static, wind and seismic tension and shear loads in cracked and uncracked normal-weight and sand-lightweight concrete within compressive strengths specified in the report. Powers Pure110+ Epoxy Adhesive Anchor System in Cracked and Uncracked Concrete complies with the 2003 through 2009 IBC and IRC as noted in ESR-3298.

The International Accreditation Service (IAS) provides objective evidence that an organization operates at the highest level of ethical, legal and technical standards. IAS is a nonprofit, public-benefit corporation that has been providing accreditation services since 1975. IAS accredits a wide range of companies and organizations, including governmental entities, commercial businesses and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations.

Special Inspection Training at ICC Annual Conference

An IAS training program "Special Inspections—Implementing and Managing IBC Chapter 17 Requirements for Building Departments" will be presented Wednesday, Oct. 2, at the ICC Annual Conference in Atlantic City, N.J. Attendees will learn how to set up and manage a special inspection program and how IAS can assist building departments in those efforts. The three-hour program provides CEUs from ICC. Greg Johnson, a past member of the ICC and IAS Board of Directors and a past chairman of the ICC Education Committee, will present the program.
