Online Code Change Submittal Deadline Extended to January 10, 2014

To give interested parties more time to become familiar with cdpACCESS, and because of the year-end holidays, the Code Council has extended its Group C online code change submittal deadline to January 10, 2014. cdpACCESS is ICC's new online component of the code development process that will be used for all activities for the Group C Code Development Cycle. The Group C Committee Action Hearings will be held April 27–May 4, 2014, in Memphis, Tenn.

Group B Final Action Results Now Available

Code Council Governmental Voting Members took action on more than 750 proposed changes to the International Existing Building, Fire, Property Maintenance, Swimming Pool and Spa, Wildland-Urban Interface, and ICC Performance Codes; the commercial and residential portions of the International Energy Conservation Code; the building, mechanical and plumbing portions of the International Residential Code; and the administrative provisions of the International Codes during the Group B Public Comment Hearing in Atlantic City, N.J. Approved changes from the Group B hearings will be published in the 2015 editions of the International Codes along with those from the Group A Code Cycle in 2013 and the Group C Code Cycle in 2014. Review the final action results on all code changes from the Group B Cycle.

During the cdpACCESS webinar on August 28, participants asked International Code Council Immediate Past President William Dupler and cdpACCESS Project Manager Laurie Rich about the process and capabilities for remote voting. Participants were interested in learning about the online collaboration features, including the role of ICC staff members; the transition to online code change submittals; how online voting will work; and when the system will go live. Here are a few highlights:

Will the chat box be kept by ICC or will it disappear? I am concerned about privacy.
There are two ways to communicate with your peers via cdpACCESS. The chat room is similar to an instant messenger. Once the user logs off the system, the chat stops. The second way to communicate is with the online collaboration feature where the "discussion" is threaded and retained for follow-up response by invited peers. It is limited to only invited peers and will not be made public by ICC. In both cases, only those invited via a known email address can participate with the person who initiates the chat/collaboration.

How will non-governmental members participate in the online consensus vote? Will we have the ability to watch and contact members?
There are two online votes that will occur. The first online vote will be the Online Assembly Floor Motion Vote on all assembly floor motions made at the Committee Action Hearing. All ICC members are eligible to vote. If the motion passes as a result of the online vote, an automatic public comment will be created which places this item on the Individual Consideration Agenda at the Public Comment Hearing. The second online vote is called the Online Governmental Member Consensus Vote which is limited to Governmental Member Representatives and Honorary Members and will occur following the Public Comment Hearing. In the interest of transparency, ballots will be posted for everyone to view however only eligible members can vote. In both instances, ICC will not be providing any member contact information.

Can I assume the ongoing cumulative Online Governmental Vote tallies will be kept strictly confidential?
Yes. ICC will tabulate and retain strictly for auditing purposes. Final results will not be posted until the ballot period ends and the results validated.

Code Council to Offer Cloud-Based Electronic
Plan Submittal Technology to Enhance Service

The International Code Council (ICC) and Avolve Software Corporation have entered into an agreement that gives the ICC a "Powered by Avolve" cloud-based technology platform for its digital plan review services. The agreement marks a major step in the Code Council's efforts to leverage technology for greater efficiency and improved services for its Members and customers. The ICC's online electronic plan review service (ePlan) is scheduled to begin in early 2014.

"Online plan submission and review is quickly becoming the norm in the building safety industry because of the cost efficiency, speed, accuracy and convenience it provides," said ICC CEO Dominic Sims. "Our association is pursuing digital business transformation aggressively, and the power of ePlan technology can be applied to a number of current and future ICC services. Partnering with Avolve gives us the platform and expertise to integrate ePlan review into our business operations."

Avolve Software Corporation, itself an ICC Corporate Member since 2008, pioneered the ProjectDox ePlan software that is currently used by many ICC Member jurisdictions in the United States and Canada. The Cloud-based operations will allow the Code Council to receive plan review projects online 24/7, and collaborate with architects, contractors and code officials with plans and documents in real-time. Avolve will manage the technology infrastructure and work with the ICC on joint go-to-market sales and service development strategies.

American Backflow Prevention Association and ICC Update MOU

The International Code Council (ICC) and the American Backflow Prevention Association (ABPA) recently updated a memorandum of understanding (MOU) signed more than five years ago between the organizations. The signing occurred at ICC's Annual Conference, held in Atlantic City, N.J. Representing ABPA was Past President Kenneth Kerr, External Affairs Director. Dominic Sims, Chief Executive Officer, was ICC's signatory, and the signing was witnessed by ICC Board of Directors Vice President Guy Tomberlin, Government Relations Senior Vice President Sara Yerkes and PMG Activities Director Shawn Martin.

"By renewing this memorandum of understanding, ICC and ABPA recommit themselves to the cause of providing safe, healthy drinking water to users in the U.S. and beyond," stated ICC CEO Dominic Sims. "Both ABPA and ICC recognize the prominent role backflow prevention plays in preserving safety in the built environment, and plan to continue to work to improve technology and available information on this key topic."

ICC and APSP plan to work collaboratively to develop additional technical tools and training for backflow prevention in the coming years, and apply ABPA's expertise to the expanding use of non-potable water. APSP also participates in ICC's PMG Membership Council, working to identify and address emerging issues among ICC's PMG-affiliated members.
