High School Building Code Program Meets Presidential Challenge

An established training program supported by the International Code Council addresses a presidential challenge to meet the demands of a high-tech economy. The High School Technical Training Program teaches high school students the importance of building codes and provides graduates with an advantage in the job market.

The challenge is to redesign America's high schools so they better equip graduates for the demands of a high-tech economy. Schools will be rewarded to develop new partnerships with colleges and employers, and create classes that focus on science, technology, engineering, and math—the skills today’s employers are looking for to fill jobs.

"Mastering building science, technology, engineering and math is a must for a successful career in working with building codes to create safe structures," said ICC Board Vice President Stephen Jones. "Technology includes new building materials and products, cdp ACCESS—the online code development process of the future—plan review, permitting, and digital codes and standards."

ICC Staff Sought as Experts to Present at ADA Events

ICC staff will be among the presenters at the Emergency Management and Preparedness Inclusion of Persons with Disabilities Webinar Series and the National ADA Symposium 2013. ICC codes and standards, including ICC/ANSI A117.1 Accessible and Usable Buildings and Facilities, are referenced in federal accessibility regulations.

California Fire Prevention Institute Holds 23rd Anniversary Workshop

The California Fire Prevention Institute (CFPI) 23rd Anniversary Workshop was held March 11–15 at the Santa Ynez Valley Marriot Hotel in Buelton, California. There was a full week of educational classes and a vendor luncheon, exhibition and raffle. Attendees received education on a variety of code topics, including two ICC courses: 2013 California Building Code Update and 2013 California Fire Code Update instructed by Lorin Neyer.

The CFPI is a statewide conference put together by the CFPI Committee on behalf of the California Fire Chiefs Association's Fire Prevention Officers Section, northern and southern divisions. Code Council Director of PMG Resource Lee Clifton, Fire Service Activities Director Bruce Johnson and IAS Fire Prevention Department Accreditation Program Manager Preet Bassi attended the event.

Registration Remains Open for Group B Committee Action Hearings in Dallas

As a building safety professional, this is your opportunity to have a voice in ICC's code development process. Participants in the Dallas Committee Action Hearings will consider proposed code changes to the following Group B codes:

• Group B "Admin" — includes code change proposals submitted to Chapter 1 of all the International Codes except the International Green Construction Code and the administrative update of referenced standards in all the 2012 I-Codes. Proposed changes to Chapter 1 of the International Energy Conservation (IECC), Residential (IRC) and Swimming Pool and Spa Codes (ISPSC) and the International Code Council Performance Code (ICCPC) for Buildings and Facilities will be considered by the applicable Code Development Committee.

International Existing Building Code
• IECC
International Fire Code
International Property Maintenance Code
IRC for One- and Two-Family Dwellings
• ISPSC
International Wildland-Urban Interface Code
International Zoning Code

Sponsored Scholarships Available April 29

Children of code enforcement agency personnel whose jurisdictional authority is an active ICC Governmental Member have the opportunity to apply for five Sponsored Scholarships that are funded by ICC Chapters and managed by the Code Council. Recipients for these scholarships are selected by a committee of volunteers. Separate policies are in effect for each scholarship that details the selection and administrative guidelines, eligibility requirements, and the selection criteria. Only one application is needed to apply for all the scholarships. Deadline for submissions is June 28.

Atlantic City Convention Center "Marches On"
with Conventions and Public Shows

The Atlantic City Convention Center, site of the Code Council's 2013 Annual Conference and Group B Public Comment Hearings and Expo, hosted a variety of conventions, trade shows and public events in March covering topics such as classic cars, decorated apparel, antiquing, home design/landscaping and much more. Despite Hurricane Sandy's wrath along the New York and New Jersey shorelines, Atlantic City and the convention center have remained open and ready to host visitors. Read more.

There will be plenty of events on tap September 29–October 2 when the Code Council conducts its Annual Conference, including the Annual Business Meeting, comprehensive education sessions, awards presentations and a special tribute to ICC's 10th Anniversary celebration this year. Registration opens May 15. Make plans now to attend the Code Council's 2013 Annual Conference and Group B Public Comment Hearings and Expo.

The Massachusetts Federation of Building Officials released a message of support for Building Safety Month 2013:

Building Safety Month Is Right around the Corner - Join Us!

Building Safety Month is sponsored by the International Code Council (ICC), and is celebrated by jurisdictions worldwide during the month of May. This year's theme for Building Safety Month is "Code Officials Keep You Safe." Each week of Building Safety Month spotlights a specific area of building safety:

• Week One – May 6-12, 2013: Fire Safety and Awareness
• Week Two – May 13-19, 2013: Disaster Safety and Mitigation
• Week Three – May 20-26, 2013: Backyard and Pool Safety
• Week Four – May 27-31, 2013: Energy and Green Building

Region III Holds 2013 Institute

The Association of Minnesota Building Officials hosted the Upper Great Plains Region III Educational Institute in early February at the Oak Ridge Hotel & Conference Center in Chaska, Minn. This annual week-long event, attended by over 1,100 code officials, inspectors, administrators, permit technicians, design professionals and contractors, offered full-day interactive seminars in multiple enforcement disciplines. In addition to building, fire, mechanical, plumbing, septic and housing topics, a new administrative session dealt with the challenges of code administration in the digital age that was presented by Code Council Board President Ron Piester and Board member Pat Parsley.

Also included in this year's program was a session for MN Licensed Residential contractors. The Region III Institute's two-day trade show provided an opportunity for representatives of the construction industry, manufacturers and suppliers to network with others in an informal atmosphere that promotes communication between all parties involved in building design, construction and inspection.

The unusual spring-like weather made the "Tuesday Night Outing on the Lake" even more enjoyable for those that wanted to try their luck at ice fishing. Although no trophy size mounts were caught, there were great stories of the ones that got away.

ICC-ES PMG, SRCC Offer Dual Certification Program for Solar Thermal Products

The ICC Evaluation Service (ICC-ES) PMG Listing Program and the Solar Rating and Certification Corporation (SRCC) are collaborating to offer a dual certification program for all solar thermal product manufacturers, which will result in a PMG listing issued by ICC-ES PMG and a thermal performance rating issued by SRCC.

"Our mission by collaborating with SRCC, who has been a driving force in the solar industry for many years, is to offer manufacturers a credible one-stop shop for their solar rating and proof of code compliance to the International Residential Code, International Energy Conservation Code, International Green Construction Code and the Uniform Solar Energy Code," said Dawn LaFleur-Qualley, ICC-ES PMG Senior Program Manager. ICC-ES, CSSA Offer Product Certification Supplements
for Steel Stud and Track Manufacturers

ICC Evaluation Service (ICC-ES) and the Certified Steel Stud Association (CSSA) have developed a steel stud code compliance certification program that provides code compliance certification through the use of evaluation report supplements and inspections to CSSA member companies. CSSA members will benefit from this new program by ICC-ES' certification verifying their compliance to the most current applicable codes. CSSA's three founding members are California Expanded Metal Products Company (CEMCO), Ware Industries, Inc. and Telling Industries, LLC, who hold ICC-ES ESR-3016 and ESR-2620. All CSSA members are required to certify through ICC-ES any similar stud and track products.

"This cooperative effort is beneficial to the industry as well as code officials and specifiers who look to our evaluation reports to ensure code compliance," said ICC-ES President Shahin Moinian. The International Accreditation Service (IAS) provides objective evidence that an organization operates at the highest level of ethical, legal and technical standards. IAS is a nonprofit, public-benefit corporation that has been providing accreditation services since 1975. IAS accredits a wide range of companies and organizations, including governmental entities, commercial businesses and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations.

IAS Accreditation Committee Meeting Scheduled for June 7 in Los Angeles

The International Accreditation Service (IAS) Accreditation Committee meetings offer opportunities for stakeholders, building officials and other interested parties to provide input and have a direct voice in IAS accreditation programs. The next committee meeting will take place June 7 at the Sheraton Gateway Los Angeles. The Accreditation Committee is the IAS decision-making body that meets twice yearly in open, public hearings. Attendees receive 60-days' notice and full access, via the IAS website, to the committee's complete agenda under consideration. Participants are invited to submit written comments prior to the meeting or to make oral presentations during the meeting. Items on the agenda are heard in the order presented on the agenda. BSD SpecLink-E Expands References to IAS

Building Systems Design, Inc. (BSD) added specification language to several new sections of its SpecLink-E–December 2012 release for IAS-accredited inspection programs for concrete fabricators (AC157), testing laboratories (AC89), special inspection agencies (AC291), and its inspection program for manufacturers of metal building systems (AC472).
