Code Council Seeks Nominations for 2013 Awards

If you know an exemplary individual or group whose contributions to building safety, code compliance, fire prevention, sustainability, public service or community service are commendable, nominate that person or group for an International Code Council award. Award recipients will be honored and recognized publicly for their accomplishments during the 2013 ICC Annual Conference in Atlantic City, N.J.

Nominations for the Bobby J. Fowler, Gerald H. Jones Code Official of the Year, Fire Service, Community Service, Affiliate and Raising the Profile awards will be accepted until July 1. Applications and details are available at www.iccsafe.org/2013Awards.

Nominations for the ICC National Leadership in Sustainability Award must be submitted by June 1. Applications and details are available at www.iccsafe.org/GreenAward.

The Global Membership Award nomination deadline is July 15. Applications and details are available at www.iccsafe.org/GlobalAward.

The Bobby J. Fowler Award is named in honor of the first chairman of the ICC Board of Directors, a visionary for the consolidation of the model code industry. The award is presented to an individual whose contributions to the building safety industry advance ICC's goals of achieving a safer built environment.

The Gerald H. Jones Code Official of the Year Award is given to an individual whose contribution to the code enforcement profession is meritorious based on demonstrated professional abilities; is recognizable as an example for all members of the code enforcement profession; and furthered the cause of safety in the built environment within a jurisdiction, state or the country.

The ICC Fire Service Award is presented to an ICC Member whose service, professional abilities and leadership has been exemplary in the development of the ICC fire code and has served as an example to all fire prevention and fire protection professionals.

The ICC Affiliate Award is bestowed to a building industry professional who consistently demonstrates the qualities of integrity, professionalism and dedication through service to the profession and whose personal standards represent the spirit of public service to the development of codes and standards in the interest of public safety.

The ICC Community Service Award is conferred for meritorious service by an individual, organization, jurisdiction or community group that promotes public health, safety and welfare by initiating activities or actions which are considered to be above and beyond the normal expectations.

The Raising the Profile Award is presented to an individual or organization for acts or contributions that raise the public awareness of accomplishments by code personnel that improve public safety in the built environment.

The National Leadership in Sustainability Award is presented for outstanding contributions to the growth and enhancement of sustainability in the built environment. Nominees can be an individual, an organization, an ICC Member, a notable public figure, or an affiliate of a closely aligned organization or agency. Nominators must be ICC Members.

The Global Membership Award is presented for an extraordinary contribution that furthers the global interests of the ICC and its Members. It promotes the importance of building safety around the world and the contributions of ICC's international Members.

ICC Board of Directors Seeking Candidates for Chief Executive Officer Position

The International Code Council (ICC) Board of Directors is accepting applications for the position of Chief Executive Officer. Reporting directly to the Board, the CEO is accountable for the leadership, management and success of the association to ensure the realization of corporate goals that are consistent with the long range interests of ICC. The next Code Council CEO will lead all elements of the association, including Member programs and services, subsidiaries, and organizational initiatives and finances, and bolster ICC's stature as the preeminent codes and standards development, member-focused association in the world.

"The Code Council is celebrating its 10th anniversary as a consolidated organization this year with the appropriate theme, 'Looking Back…Moving Forward,'" said Ronald Piester, AIA and President of the ICC Board of Directors. "While our association has much to celebrate as we look back at the past ten years, we also have an exciting future moving forward. ICC's next CEO will play a pivotal role in leading us into our second decade and achieving the Code Council's vision and mission of helping construct safe, sustainable, affordable and resilient communities."

The Code Council has a number of emerging issues that candidates must be capable of addressing, including developing a global brand, implementing new technologies such as the cdp Access initiative, and expanding the ability of ICC Members to participate in the important functions of the association. Candidates also must have experience in Executive Leadership and possess special or unique qualifications which indicate a likelihood of executive success.

HUD Form Allows New Homes to Meet IECC Energy
Requirements to Qualify for FHA Financing

The U.S. Department of Housing and Urban Development has updated its Builder's Certification of Plans, Specifications and Site form to require home builders to certify that a new home complies with the 2006 International Energy Conservation Code or a newer edition of the code. Homes not in compliance with the IECC will not qualify for Federal Housing Administration loan financing. While this is not a federal requirement for all new homes, it is a requirement for any home a builder wants to be eligible for FHA financing.

Fact Sheet Available to Assist Fire and Building Officials with Modified OSHA HCS

Fire and Building Code Officials are likely to see the new Globally Harmonized System of Classification and Labeling of Chemicals (GHS) and new Safety Data Sheets with new chemical hazard pictograms very soon. The Code Council has developed a Fact Sheet to provide Fire and Building Code Officials information relative to the modified OSHA HCS and address the potential impacts to current fire code and standard requirements related to hazardous chemicals and materials in the built environment.

USFA Call to Action: Fire Is Everyone's Fight

The fire problem in the United States is an ongoing and continuous battle for the fire service and the public alike. According to the U.S. Fire Administration (USFA), 81 percent of all fire deaths and 76 percent of all fire injuries occurred in residential buildings. Each year there is an estimated:

•365,500 residential building fires reported to U.S. fire departments
•2,560 deaths
•13,275 injuries
•$6.6 billion in property loss


This is a call to action for USFA, fire and life safety partner organizations and the American public. We must join together to help reduce the number of home fires, and the resulting deaths, injuries and loss of property. We rely on the fire service to fight fires once they occur; however, the prevention of fires is up to all of us... Fire is Everyone's Fight™. Nomination Deadline Approaches for Excellence in Fire and Life Safety Award

The nomination deadline is May 15 for the International Association of Fire Chiefs' Excellence in Fire and Life Safety Award, sponsored by the International Code Council. The award honors those who have dedicated themselves to saving lives through the development of codes, fire-prevention practices and leadership techniques.

ICC Exhibits at Buildings NY 2013

The Code Council was one of 300 exhibitors at the Buildings NY 2013 show held last month in New York City. The annual event includes a showcase of the products and services New York City buildings require, and complimentary educational sessions on a variety of hot topics for the New York metro area building owners, property managers, architects and engineers.

ICC's Karmol Elected to ANSI Organizational
Member Forum Nominating Committee

David Karmol, ICC Vice President for Federal and External Affairs was elected unanimously to the three-person ANSI Organizational Member Forum (OMF) nominating committee, that is responsible for nominating the Chair and Co-Chair of the ANSI OMF for 2014. The other members of the nominating committee, also elected unanimously at the meeting, were Chris Dubay of NFPA and Susan Blaeser of the Acoustical Society.

The OMF Nominating Committee is the committee charged in the ANSI By-Laws with evaluating candidates and recommending candidates to lead the ANSI OMF for the next year. The Nominating Committee chosen on April 5 will recommend candidates for Chair and Co-Chair of the OMF, who will be formerly elected by members of the OMF at the fall meeting, held in conjunction with World Standards Day.

BIANCO Honors Super Storm Sandy Recovery Volunteers
at 60th Annual Dinner and Installation of Officers


The Building Inspectors Association of Nassau County (BIANCO), a chapter member of the New York State Building Officials Conference (NYSBOC), celebrated it's 60th anniversary at the Annual Dinner and Officer Installation Ceremony. At this years installation of officers, NYSBOC and Nassau County honored outstanding volunteer efforts during the recovery of Super Storm Sandy, which devastated the South Shore of Long Island in October 2012. Pictured, International Code Council Board President Ron Piester presented certificates to these volunteers. Code Council Board member Rob Drexler, Board Vice President Steve Jones (who drove from New Jersey to Long Island to be part of the event, reinforcing the NY-NJ partnership with NYSBOC's regional alliance initiative), and Code Council State and Local Government Relations Vice President Dorothy Harris were also in attendance.

Also honored at this event was the non-profit organization Lead the Way Fund, created in honor of Sgt. James J. Regan whose life was lost in battle in February 2007. The Lead the Way Fund was established to raise funds in support of disabled U.S. Army Rangers and the families of Rangers who gave the ultimate sacrifice in defense of our freedoms, or have been injured or are currently serving in harm's way around the world.

The Central NYSBOC Chapter held its annual education conference April 2–5 in Liverpool, N.Y. International Code Council Board President Ron Piester and Board member Rob Drexler and State and Local Government Relations Vice President Dorothy Harris were in attendance.

L.A. Broadens Acceptance of ICC-ES Product Evaluations
That Do Not Require City's Research Reports

The city of Los Angeles Department of Building Safety (LADBS) has expanded its acceptance of ICC-ES evaluation reports to include two new categories of building products without requiring the city's own Research Reports (LARR). The two product categories are Non-Structural Fire Life Safety; and Structural Non-Seismic, or Non-Wind. Manufacturers may submit current ICC-ES evaluation reports to LADBS for consideration. "The city of Los Angeles' decision to expand their acceptance of ICC-ES evaluation reports further increases our already widely accepted reputation as the leading evaluation service within the building industry," said ICC-ES President, Shahin Moinian. "Adding these categories will enhance the efficiency by which more manufacturers are able to enter this market. The International Accreditation Service (IAS) provides objective evidence that an organization operates at the highest level of ethical, legal and technical standards. IAS is a nonprofit, public-benefit corporation that has been providing accreditation services since 1975. IAS accredits a wide range of companies and organizations, including governmental entities, commercial businesses and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations.

IAS Accreditation Committee Meeting Scheduled for June 7 in Los Angeles

The International Accreditation Service (IAS) Accreditation Committee meetings offer opportunities for stakeholders, accredited organizations, building officials and other interested parties to provide input on IAS' accreditation programs. The next committee meeting is scheduled for June 7 at the Sheraton Gateway Los Angeles. The Accreditation Committee meets annually or more often as the need arises, in open, public hearings to consider new criteria and proposed revisions to IAS accreditation criteria. All proposed criteria are posted to the IAS website approximately 60 days before Committee meetings. Interested parties are invited to submit written comments by the designated due date and to make oral presentations during the meeting.
