ICC-ES Staff Engineers Levy and Zhao Receive Promotions

Elyse Levy, S.E. and David Zhao, S.E., have been promoted to the positions of Senior Staff Engineer. “Elyse and David have demonstrated the knowledge, work ethic and leadership skills necessary for the senior staff engineer position,” said ICC-ES President Emeritus John Nosse.

Levy, who began her career with ICC-ES in 2004, holds a Bachelor of Architecture degree with an emphasis in structural engineering from the University of Illinois at Chicago. She is licensed in the state of Illinois as a Structural Engineer. Prior to joining ICC-ES, Levy worked for design/structural engineering firms in Chicago, where she contributed to a wide range of projects from home renovations to high-rise building construction.

 

 

 

 

David Zhao

Zhao, licensed as both a civil and structural engineer, was educated at Tongji University in Shanghai, and at Brigham Young University in Utah, where he earned a master’s degree and was enrolled for several years in the Ph.D. program.

Zhao began his career as a bridge designer in China, then immigrated to Hawaii and worked for four years in building design and analysis. He moved to California in 1994, served as a project engineer in San Diego for four more years, and then took a position with the Riverside County Department of Building and Safety. Certified by the International Code Council as a plans examiner, Zhao was Senior Civil Engineer with Riverside County’s Plan Review Division before coming to ICC-ES last year.
