Have You Wondered How to Speed Up Your Evaluation? Consider Doing a Test Plan

ICC-ES' experience with "fast-track" reports has made it clear that the review will go faster when the report applicant and ICC-ES agree on a test plan before testing is done. Initiating a test plan does the following:

1. Identifies the full scope of the project. When ICC-ES knows the variety of products and configurations under review, we can make decisions as to what tests are required and how many products should be tested.
2. Identifies any variations between the standard or acceptance criteria and the intended test method. It can be agreed in advance that some tests may not be needed. (Reports are frequently delayed when applicants are put in the position of justifying the testing that they did, to the ICC-ES staff, after the fact.)
3. Involves the testing and/or inspection agency up front. All parties then concur on what needs to be done and how the data is to be presented.
4. Opens a dialogue for problem solving as testing progresses. "The test didn't prove what we expected – what are our options?"
5. Involves the reviewing engineer earlier in the project. When the testing is done and the data is submitted, the engineer is already familiar with what to expect.
6. Allows for more efficient scheduling. For example, familiarity with the test plan makes it easier to schedule the qualifying inspection at the manufacturing plant. Also, if the ICC-ES engineer knows when the data will be submitted, the engineer will be better able to plan for the review.

How does a test plan fit into the ICC-ES Partner Programs? ICC-ES is working with select partners (laboratories, inspection agencies and consultants) where the partner performs the role of technical contact for the report applicant. The partnering relationship leads naturally to developing a scope of work and a test plan. With a test plan, timelines are much clearer to all parties.

Consider involving ICC-ES in the process sooner, especially when you are setting up your test program. When you are prepared to go forward, file an application and we will assign one of our customer relations staff to help you with the administrative requirements (completing forms, process steps, etc.), and with collecting the information needed to initiate the test plan review. If you use one of our partners, these steps will be managed by the partner.

The quality of the technical review is important, but ICC-ES knows that time and efficiency are equally crucial. To ensure we meet the market demands, ICC-ES is devoting more resources to make the evaluation process work better for our clients.
