A Discussion with Shahin Moinian, the Newly Appointed
President of ICC Evaluation Service

ICC Evaluation Service President Shahin Moinian, P.E., formerly held the positions of ICC-ES Senior Vice President, ICC-ES Growth Strategies and Certification Programs and Executive Director for ICC-ES certification programs. Moinian is a licensed mechanical engineer with a Master of Engineering from Cal-Poly, Pomona.

His career path includes serving as a project engineer with a spa manufacturing company designing products and components, to being the Director of Codes and Standards with Moen Incorporated.

Prior to joining ICC-ES, Moinian managed global certification activities including product review, inspections, sales, marketing, as well as the management registration program (ISO 9001), standards department and laboratory recognition program (ISO/IEC 17025) with IAPMO.

What would you like to say to ICC-ES applicants and clients?
ICC-ES is here to provide the best service possible to our applicants and clients. I believe that with the immediate steps I have taken, each of our clients will benefit from the speed and ease of the evaluation process. We offer many services—from evaluation reports, environmental reports and PMG certification to the current codes, standards and rating systems—to WaterSense certifications and PMG certifications recognized in both the U.S. and Canada. With an ICC-ES report from any of our programs, manufacturers can feel confident their report is of the highest technical quality when presented to code officials.

How do code officials, specifiers, designers and architects benefit from ICC-ES reports?
Because of ICC-ES' technical expertise, code officials know the data is correct when approving a product with an ICC-ES evaluation report, PMG listing or VAR environmental report. We are also available to any code official in the field who may have questions about a product with an ICC-ES report they are considering for approval. The specifiers, designers and architects benefit by knowing that ICC-ES reports are widely recognized and accepted throughout jurisdictions across the U.S., making their jobs easier.

As President of ICC-ES, what is your vision for the company?
My challenge when I took this job was clear: think of innovative new ways to respond to the needs of our customers while protecting the well-deserved reputation the ICC Evaluation Service has earned through our commitment to quality and technical excellence. I believe that ICC-ES is the leader in evaluating building products for code compliance. With an over-arching theme of public safety, my vision is to not only maintain but also exceed our high level of technical expertise so that all code officials recognize us as the primary source for their approval needs. Concurrently, I plan to improve the internal processes by which products are evaluated to provide our clients with the optimum level of customer service.

What immediate steps have you taken to achieve this vision?
I have implemented some very important organizational changes that will be the foundation of my vision. First, Gary Nichols, P.E., will be responsible for all engineering activities as Vice President of Engineering. Gary's long experience with ICC-ES coupled with his high level of technical expertise with building products makes him the ideal leader for the ICC-ES engineering group. Dawn LaFleur-Qualley will assume a leadership position as the Sr. Program Manager of ICC-ES PMG. Dawn's many years of operation management at IAPMO R&T makes her the perfect individual to handle the daily operations of this fast growing business unit of ICC-ES. Michael Temesvary, P.E., will lead the sales department as the Director of Sales and Michael Beaton, Sr. Vice President, will handle building envelope activities (seal and insulate, wall covering, and roofing) as well as establishing processes related to new categories of product certification/evaluation.

Do you foresee additional changes in the future?
Along with the huge emphasis on providing excellent customer service to our clients, we are also enhancing our internal processes such as implementation of a customer relationship management system. By investing in this system, our hope is to streamline the process and become more efficient not only on the administrative side with automation and less data entry, but also the evaluation side to better track and project manage the reports from application to publication.

With all of the responsibilities that come with this position, what do you do to relax?
Relax? Well, I've always enjoyed the success and growth of the companies I have led and the drive to be successful will always be a part of me. It takes hard work, passion and a clear vision. I do enjoy coming to work each day and leading an organization to grow and prosper. I believe with the success of the organization comes the individual ownership and accountability through its employees who become successful as well. Our people are our greatest assets. With that being said, the time I do have to relax is primarily spent with my family and friends. I have family all over the world so traveling is always a joy to me.
