DeCrane, Cochran Honored with National Awards

Prestigious national public service awards were presented this year to two members of the FSMC Governing Committee: Cleveland Battalion Chief Sean DeCrane was the recipient of the Excellence & Fire Safety Award presented by the Code Council and International Association of Fire Chiefs; and FSMC Chairman Fulton Cochran was the recipient of the ICC Fire Service Award during the 2013 Annual Conference in Atlantic City, N.J.

For DeCrane (who is pictured left with ICC Board Immediate Past President Ronald Piester, AIA), the Excellence in Fire & Life Safety Award honors those who have dedicated themselves to saving lives and property through the development of codes, fire-prevention practices and leadership techniques. The award was presented during Fire-Rescue International in Chicago. Chief DeCrane represents the International Association of Fire Fighters (IAFF) in the ICC code development process and participates in the Building Officials and Fire Service Membership (FSMC) Councils, serving on the FSMC Governing Committee. He is serving as the Chair of ICC’s International Fire Code Committee, which is developing the 2015 edition of the International Fire Code. He has been representing the IAFF since 2006.

He has worked on creating educational modules for the IAFF website to educate firefighters on how the code impacts firefighter safety, how to get involved in the code adoption process and why firefighters need to get involved with the code process. He has established a blog on the IAFF website on “Protecting Our Work Environment” and maintains updates based on ICC and NFPA code processes.

DeCrane is a member of the NFPA 1 Technical Committee, the Steering Committee for Vision 20/20, a national effort comprised of major fire and safety organizations that help define and implement strategies for fire safety practices, and is a frequent contributor to EPARADE. He was the 2010 recipient of the Code Council’s Fire Service Award.

Cochran (who is pictured right with Piester and ICC Board Awards Committee Chair Greg Wheeler) has led the Fire Service Membership Council Governing Committee (and former International Fire Code Council) as its Chairman through the re-engineering of ICC's Membership Councils. Under his leadership, the FSMC has undertaken numerous initiatives to further improve the relationship between building and fire officials and has strengthened fire service participation with the ICC. Cochran has helped forge a strong relationship between the fire service and the ICC on matters of policy and code development. During his tenure as Chairman, the FSMC has submitted many recommendations to the ICC Board of Directors to enhance training and certification programs; recommendations to develop new fire related certification programs with his service on BIPS and has helped foster the joint collaboration with the Building Officials Membership Council (BOMC).

Cochran has served on the Codes and Standards and Nominating Committee and the cdpACCESS Steering Committee. He also was involved in the development and implementation of EduCode that has been a successful ICC Code Training Program in Nevada for many years. His award was presented to him during the 2013 ICC Annual Conference in Atlantic City, N.J.
