IAS was privileged to host a distinguished delegation from The China National Accreditation Service for Conformity Assessment (CNAS), on Wednesday May 19, 2010, at its Whittier, California, headquarters. The delegation included: Mr. Liu Xin, Deputy Chief Executive; Mr. Cen Weiqun, Deputy Director; Mr. Huang Jixian, Deputy Director General, Administrative Office, Senior Economist (Certification and Accreditation Administration of the People’s Republic of China- CNCA); Ms. Zhou Jie; and Ms. Lingling Zhang.

IAS was represented by Chuck Ramani, President; Patrick McCullen, Vice President and Chief Technical Officer; Raj Nathan, Vice President; and Greg West, IAS Marketing Manager. IAS management presented an overview of the various IAS accreditation programs, demonstrated the IAS website and related program requirements.

Mr. Liu Xin presented an overview of the CNAS program and provided a short history of the accreditation programs in China. He introduced Mr. Huang, who was representing a government regulator (CNCA) from the People’s Republic of China. CNAS has accredited 124 certification bodies; 3820 testing and calibration laboratories and 186 inspection agencies. Mr. Liu indicated that with regard to the inspection program and given the long history of IAS’s involvement in inspection activities, CNAS and IAS should communicate actively to gain mutual understanding in the inspection field.

CNAS indicated that accreditation is mandatory for government laboratories involved in forensic testing. CNAS is also now accrediting medical laboratories in China under ISO Standard 15189 requirements and has currently accredited 49 medical laboratories nationally. Mr. Liu also desires to cooperate with IAS on personnel training activities.

Chuck Ramani responded that IAS is open to working with CNAS and will consider an MOU to outline the intent of this cooperation. Chuck indicated that the MOU needs to address the exchange of personnel to strengthen the process. Chuck indicated that through ICC a number of specialized training courses have been delivered internationally and may be also be available in China. He especially indicated that training in seismic codes, etc. may be useful to consider. Mr. Liu agreed with Chuck’s request to develop a MOU.
