Patrick McCullen, Vice President and Chief Technical Officer of IAS, was recipient of the 2012 John Nosse Award for Technical Excellence by the International Code Council (ICC). The award is presented each year to a staff professional that exemplifies vision, leadership and technical expertise. The award commemorates the achievements of John Nosse, retired president of ICC Evaluation Service and former president of ICBO Evaluation Service where he served both organizations for 44 years.

In addition to his current responsibilities overseeing the technical programs for IAS, McCullen has made an impact on accreditation programs around the globe as team leader and evaluator for the International Laboratory Accreditation Cooperation (ILAC) and the Asia Pacific Laboratory Accreditation Cooperation (APLAC). He has also served as Chair of the APLAC Sub-committee on Inspection.

Prior to joining IAS, McCullen was Manager of the Field Services Division for ICBO Evaluation Service. In addition to his managerial responsibilities for ICBO ES, he also developed and wrote acceptance criteria, as well as performed data analysis for use in product evaluation reports.

McCullen also served in management for a major U.S. testing company where he was responsible for management of a diversified product testing laboratory, supervised operations, maintenance and technical report writing, training technicians and writing protocol statements. He assisted in fire investigation test programs conducted with Los Angeles City Department of Building Safety, directed several educational programs and testing demonstrations for local colleges and Fire Department Field Inspectors in the Los Angeles area. Pat was an expert witness for the state of California Attorney General in flammability investigations, and represented the laboratory as a member of the ASTM Fire Standards Committee E 5 and ASTM Committee E 36 on Conformity Assessment.

He has more than 35 years of experience in product testing, inspection, certification and quality control.
