Does the IRC regulate exterior stairs that are not part of the required exit?

We have a scenario where a spiral stairway extends from a second floor deck to the ground below. The stairway is only 20" in width. The deck exits back through the house. It appears in the 2015 IRC Section 311.1 limits the application of IRC Section 311 to a single required means of egress. Does that mean secondary stairways, doors, halls, etc., do not need to comply with IRC R311? Read more
