Public Comment Hearings results available; OGCV to open Nov. 8.

During the 2016 Group B Public Comment Hearings, unofficial, real-time hearing results were posted on cdpACCESS as the hearings progressed. These results have been reviewed and the official results are now posted. The results include the actions taken at the Public Comment Hearings as well as the ballot voting options for the Online Governmental Consensus Vote (OGCV). The OGCV is scheduled to be open on Nov. 8 and run through Nov. 22. The Public Comment Hearings did not utilize electronic voting, therefore there is no vote tally from the Public Comment Hearings to be combined with the vote tally from the Online Governmental Consensus Vote to determine the Final Action. The vote tally from only the votes cast on the Online Governmental Consensus Vote will determine the Final Action on the code changes. As was done in the 2014 and 2015 Cycles, a quorum will be required for the Online Governmental Consensus Vote. The quorum is 20 votes. If the number of votes cast does not exceed 19 votes, the action taken at the Public Comment Hearings will be the Final Action on the code change.

Eligible voters who participated at the Public Comment Hearings are strongly encouraged to vote on the Online Governmental Consensus Vote in order to have your vote considered in the Final Action determination. Eligible voters are all Governmental Member Representatives who were validated prior to the Public Comment Hearings as well as Honorary Members.

It is important to note that in some cases, there are multiple code changes that address the same issue and as such, consistent voting action is necessary so as to not create code conflicts. In accordance with Item 6 of Section 8.2 of Council Policy 28, staff will identify those code changes as part of the OGCV ballot.

At this time, eligible voters are encouraged to visit cdpACCESS and log in with your My ICC username and password:

  • Make sure your My ICC email and voter designation emails match. If they do not, email members@iccsafe.org to have your accounts merged.
  • To reset your password click on the "forgot your password" link below the login box.
  • To reset your PIN visit https://av.iccsafe.org/eweb/DynamicPage.aspx?Site=icc-cdp&webcode=forgotpin.
  • Once logged in, please look in the upper-right-hand corner of the screen. You will see a green message indicating you are a validated OGCV voter, or a red message indicating there is an issue with your account. Please contact cdpACCESS@iccsafe.org if you believe this is in error.
Online Governmental Consensus Vote instructions will be posted on the cdpACCESS timeline page, which is the page that opens up when you log onto cdpACCESS as noted above. A series of free, live instructional webcasts are scheduled as follows:

  • November 9, 2:00 p.m. Central
  • November 15, 10:00 a.m. Central

As in the past, voters will have access to the hearing video from both the Public Comment and Committee Action Hearings. Non-eligible voters will also be able to log-in and view the Online Governmental Consensus Vote ballot, but will not be permitted to vote.
