The Meritorious Service Award, given in honor of Walker S. Lee and A.J. Jack Lund, is granted to an individual who has given unselfishly of time and talent in furthering the development of ICC codes and standards.

The recipient of the 2017 Meritorious Service Award is David Cook who has served for 15 years as chief of the Building Codes Bureau at the Montana Department of Labor and Industry. He has been active in national code development activities for over two decades and has advanced safety in the built environment through innovative leadership and collaboration of stakeholders from all sectors of the industry.

Cook successfully reshaped Montana's state code adoption process to be more inclusive and transparent. His statewide pre-adoption "listening sessions" helped to identify stakeholder concerns early and streamline the adoption process. Cook shares ICC's vision of mentoring the next generation and creating opportunities for individuals to enter the building safety profession. Earlier this year, his bureau launched a new apprenticeship training program for code administration and inspection. His bureau's Annual Educational Conference has also received gubernatorial recognition for its contribution to the goals of Building Safety Month and for creating a safer and more resilient Montana.

Cook has been active in national code development activities for more than two decades and has advanced safety in the built environment through innovative leadership and collaboration with stakeholders from all sectors of the industry.
