ICC Testifies in Support of Safe
Housing for Homeless Veterans


The International Code Council encouraged Congressional support for the Safe Housing for Homeless Veterans Act (HR 2065) in testimony before the Committee on Veterans Affairs Subcommittee on Health. HR 2065 seeks to amend Title 38 of the United States Code to require recipients of per diem payments from the Secretary of Veterans Affairs for the provision of services for homeless veterans to comply with codes relevant to operations and level of care provided, and for other purposes. The nonpartisan bill is sponsored by Rep. David McKinley of West Virginia and Rep. Grace Napolitano of California. Continue reading story

cdpACCESS Preview and Online Voting Test
Anticipated as part of Group B Hearings

Following Group B Public Comment Hearings Oct. 2-10 in Atlantic City, N.J., the Code Council expects to conduct tests of the online voting process for a handful of proposed changes to the 2015 International Codes. The test is the next step in the development of cdpACCESS, ICC’s initiative to create the code development process of the future. The Code Council’s plan is to launch cdpACCESS on Nov. 15 in time for the Group C code development cycle. The Group B Public Comment Hearings with limited cdpACCESS voting will be held in conjunction with the Code Council’s 2013 Annual Conference Sept. 29-Oct. 2 at the Atlantic City Convention Center. Significant Code Changes to the 2012 International Residential Code
Photovoltaic solar energy systems have been added to the mechanical provisions of the IRC to distinguish them from thermal solar energy systems. With the increased emphasis on energy conservation, solar energy systems are becoming more prevalent. The IRC now distinguishes between the two types of solar energy systems — thermal and photovoltaic. Thermal systems circulate water through roof solar panels to provide or supplement hot water for the dwelling unit. Photovoltaic solar panels generate electricity from the sun's energy and may be stand-alone or grid systems. Continue reading story

NAHB: The "Right" Rate of Return on Energy Efficiency
In the housing industry, it has become common practice to use a rate of return to evaluate the cost and benefits of energy efficiency. A common approach uses a rate of return to discount future energy savings to their present value equivalent. In this context, the rate of return is supposed to capture a home buyer's time value of money (how a buyer makes tradeoffs when evaluating costs and benefits that will be realized at different times). Data Drives Construction Jobs
Putting data into the right hands can speed up construction processes and enable the project to stay on budget. Today, there is a plethora of information available; it is just a matter of harnessing it in the correct manner. With this in mind, construction software providers are beginning to offer more integration capabilities to share the data gathered from assets on a job with backend systems, moving that data further. For example, a construction company that can collect information from a piece of equipment and have that sent automatically to the accounting system in the office enables the employees in the office to stay current. 2013 Title 24 Codes Lead the Way to Building a Sustainable California
Wildfires, earthquakes and other natural disasters can not be stopped, but the damage they cause can be lessened. The newest edition of the California construction codes required for use statewide will result in safer communities with more sustainable and resilient homes and buildings. The 2013 triennial edition of the California Building Standards Code, Title 24 is now available and includes a subscription service that automatically provides users with all future supplements and errata. Building officials and local government, industry and design professionals, and the general public can purchase California's new codes, which go into effect on January 1, 2014, by individual part or in special interest bundles from the International Code Council.
