HUD Proposes to Replace FHA Building Inspectors with ICC-Certified Inspectors
and Code Officials

A U.S. Department of Housing and Urban Development (HUD) proposal to eliminate Federal Housing Administration (FHA) inspectors recognizes the quality of the work performed by ICC Members and all jurisdictional code officials. The rule change also demonstrates the value of earning International Code Council certification as an inspector and the quality of the Code Council's rigorous certification process.

ICC suggested HUD also accept inspections performed by ICC-certified Combination Inspectors as they are certified in all four areas required to be a Residential Combination Inspector. ICC urges code officials to check the status of their certifications to be fully qualified to perform inspections for FHA-insured homes when the proposal is approved. Continue reading story

ICC Board of Directors Seeking Candidates for Chief Executive Officer Position
The International Code Council (ICC) Board of Directors is accepting applications for the position of Chief Executive Officer. Reporting directly to the Board, the CEO is accountable for the leadership, management and success of the association to ensure the realization of corporate goals that are consistent with the long range interests of ICC. The next Code Council CEO will lead all elements of the association, including Member programs and services, subsidiaries, and organizational initiatives and finances, and bolster ICC's stature as the preeminent codes and standards development, member-focused association in the world. Code Council Seeks Nominations for 2013 Awards
If you know an exemplary individual or group whose contributions to building safety, code compliance, fire prevention, sustainability, public service or community service are commendable, nominate that person or group for an International Code Council award. Award recipients will be honored and recognized publicly for their accomplishments during the 2013 ICC Annual Conference in Atlantic City, N.J. Nominations for the Bobby J. Fowler, Gerald H. Jones Code Official of the Year, Fire Service, Community Service, Affiliate and Raising the Profile awards will be accepted until July 1. Nominations for the ICC National Leadership in Sustainability Award must be submitted by June 1. The Global Membership Award nomination deadline is July 15. Continue reading story

President Declares May 2013 as Building Safety Month
President Barack Obama has signed a proclamation declaring May as Building Safety Month. The document acknowledges International Code Council Members and others who develop the American-based International Codes. "When natural disasters and other hazards put American lives at risk, robust codes and standards for our buildings play an important role in keeping us safe," the President states in the proclamation. "They ensure our homes and businesses are resilient to the challenges of our time—not just by making them structurally sound, but also by boosting their energy efficiency." Continue reading story

Dallas Results Set Stage for Public Comment Hearings in Atlantic City
During sessions that spanned a week, more than 730 Code Council Members and other building safety professionals debated and considered action on 2,000 proposed code changes to the Group B 2012 International Codes at the 2013 Committee Action Hearings in Dallas. The outcome of the Committee Action Hearings will be the basis for the 2015 Group B I-Codes to be finalized at Public Comment Hearings, formerly called Final Action Hearings, later this year in Atlantic City, N.J. Significant Code Changes to the 2012 International Fire Code
The new requirement in Section 1104.16.5.1 establishes an inspection frequency for fire escapes and balconies erected on existing buildings by a registered design professional or persons acceptable to the fire code official no more than every five years. Neither the IBC nor IFC contains a specific definition as to what actually constitutes a fire escape, and in previous editions of the codes, they did not establish a frequency for their inspection. The evaluation is necessary to confirm that the exterior stair egress component satisfies a minimum design load requirement, is properly maintained, and is available for service in the event of an emergency that requires the occupants to egress the building. CSA Group to Join ICC in Development of North American
Standard for Rainwater Collection Systems

The Code Council and CSA Group have announced the joint development of a new CSA/ICC 805 Rainwater Collection System Design and Installation standard to help ensure the basic safety and performance of rainwater collection systems. The standard will be developed in accordance with both ANSI and Standards Council of Canada accreditation requirements for use throughout North America. Construction Employment Up in 30 U.S. States
Construction employment increased in 30 states in March as the industry expanded, but at a slower pace than in February, according to an analysis by the Associated General Contractors of America of Labor Department data. Association officials caution, however, that many states remain vulnerable to construction cutbacks from newly enacted and proposed decreases in federal funding for infrastructure.
