Design and Construction Industry to Promote Resilient Planning, Building Materials

The International Code Council and more than 20 other associations that are leaders of America's design and construction industry for the first time have agreed to promote resilience in contemporary planning, building materials, design, construction and operational techniques as the solution to making the nation's aging infrastructure more safe and secure. CEOs of almost two-dozen leading design and construction industry associations with more than 700,000 members generating almost $1 trillion in GDP used the occasion of "Building Safety Month" to issue a joint statement on resilience.

The statement was unveiled at a press conference at the National Building Museum, where a major exhibition titled Designing for Disaster that presents design and building solutions for disaster mitigation, opened and will run until August 2, 2015.

"We recognize that natural and manmade hazards pose an increasing threat to the safety of the public and the vitality of our nation," reads the statement, in part. "We further recognize that contemporary planning, building materials, design, construction and operational techniques can make our communities more resilient to these threats."

The CEOS committed the design and construction sector to significantly improve the resilience of the nation's entire built environment through research into new materials, construction procedures and other methods to improve the standard of practice. Among other things, they also committed the industry to educating itself through continuous learning; to advocating for effective land use policies; to responding to disasters alongside first responders and to planning for future ones with a strategy for fast recovery.

ICC Seeks to Honor Deserving Individuals, Organizations

Do you know an outstanding person or organization deserving to be recognized for efforts to promote safety in the built environment? Each year the International Code Council honors outstanding service and achievements that contribute to saving lives, protecting property and creating resilient communities. Nominations now are being accepted for the Code Council's annual awards in several categories to honor accomplishments and service to ICC and safety in the built environment. The deadline to submit nominations for ICC Awards is the close of business on July 1, 2014. Nomination forms and award criteria are available at: www.iccsafe.org/2014AwardsCall. Nominations may be emailed, mailed or faxed. Any enclosures in addition to the form must be sent in multiples of seven for committee review.

ICC manages five generous Sponsored Scholarships funded by individual contributors and ICC Chapters. The scholarships are for children of code enforcement agency personnel in jurisdictions that are active ICC Governmental Members. One scholarship is available to children of all active ICC Members. We're on the Move! ICC Relocating West Coast Operations to a New, State-of-the-Art Office

This month, the International Code Council announced the upcoming relocation of its Western Regional Office into a new, state-of-the-art facility in Brea, Calif. Coming this summer, this new location will provide customers best-in-class service and serve as a global gateway for accreditation and product certification for its subsidiaries ICC Evaluation Service, LLC and the International Accreditation Service.

All global and western regional activities will move to the Brea location. This will allow for ease of access to important services and provide the Code Council with a cutting-edge platform to better meet the needs of its customers and clients. Located at 3060 Saturn Street in Brea, Calif., the new ICC facility will feature the latest technology, communications infrastructure and amenities such as a training facility all to help further the ICC mission.

ICC-ES Seeks Interested Individuals to Serve on Its New Board of Managers

The ICC Evaluation Service (ICC-ES) will reorganize its Board of Managers and Advisory Board as part of the overall process that was initiated in 2010 to change its status to a Limited Liability Company. ICC-ES seeks to fill openings on the new board with qualified individuals who will participate and contribute to the governance of ICC-ES through effective guidance on programs, activities and goals. The change will bring several existing members of each Board into a newly formed ICC-ES Board of Managers.

IAS Contract Lead Assessor Awarded for Excellence in Structural Research

International Accreditation Service (IAS) Contract Lead Assessor Hatem Seliem (left), Ph.D., was awarded the 2014 Chester Paul Siess Award for Excellence in Structural Research at the American Concrete Institute (ACI) convention in Reno, Nev. This award is given to the author or authors of a peer-reviewed paper published by ACI that describes a notable achievement in experimental or analytical research that advances the theory or practice of structural engineering and, most importantly, recommends how the research can be applied to design. It is worth noting that the award need not be presented each year.

Dr. Seliem and his research team at NC State University developed a relationship that characterizes the bond strength between high-strength steel reinforcement and concrete, and prepared a technical paper (coauthored by three co-workers) which was published in ACI's Structural Journal in 2012. This technical paper has been selected to receive this prestigious award.

Selection for the Chester Paul Siess Award for Excellence in Structural Research is a very competitive process. Each year there are approximately 500 technical papers in the area of structural engineering submitted to ACI for possible publication. Each submitted paper is critically reviewed by at least three peer reviewers. On the average, only about 200 papers are accepted for publication, of which 50 papers may be considered worthy of the award. These 50 papers are then critically reviewed for technical importance by an anonymous committee of 10 peer members chaired by a past president of ACI to select the single winner of the award.

New York City Special Inspection Agency Accreditation Program Presented by IAS

A two-day International Accreditation Service (IAS) training program was delivered by Larry O'Connor and Craig Joss April 22-23 in New York City, which provided an overview of the IAS Accreditation Criteria for Special Inspection Agencies AC291, ISO/IEC Standard 17020 and New York City Department of Buiulding (DOB) requirements and rules that govern the accreditation of Special Inspection Agencies (SIA). The program offered participants insight into effectively implementing a management system that meets the IAS special inspection requirements and guidance on how to comply with the requirements of New York City DOB.

The course reviewed the steps necessary in the preparation of documents to satisfy AC291 and drew upon IAS staff assessment experiences and insights from field visits and system reviews. The training was aimed at quality managers, technical supervisors, inspection personnel and code enforcement personnel involved in implementing special inspection agency requirements under the NYC Building Code.

This training session was approved by the Practicing Institute of Engineering for 13.5 PDHs for both Professional Engineers and Registered Architects for fulfillment of NYS Mandatory Continuing Education requirements.

ICC Disaster Response Network Supports Communities Damaged by Natural Disasters

Anticipating the needs of jurisdictions for assistance in the aftermath of the deadly tornadoes that struck several states, the Disaster Response Network is active. Jurisdictions can access a database of volunteers to assist with building damage assessment, inspections and other code-related functions. More information is available on the ICC website.
