Guiding Principles for Development of Whole Community Resilience Benchmark

The Community and Regional Resilience Institute have been tasked with drafting a “straw-man” Community Benchmark for the Core Group. We are following a three-step process:

  1. Draft “guiding principles” that effectively serve as the design criteria for the Community Benchmark.
  2. Incorporate comments and revise the guiding principles based on Advisory Committee improvements.
  3. Develop a straw-man Community Benchmark that is consistent with the guiding principles.

The following are the guiding principles and their implications for development of the Community Benchmark.

Guiding Principles

The users of the Community Benchmark will include those within a community and those who are looking at the community from the outside.

A community’s resilience depends on every part of the community.

Every part of the community has its own resilience.
