Developing a Framework for the Next Generation of the International Codes

While cdpACCESS is expected to significantly increase Member and industry representation in ICC's Code Development Process, the fact remains that the size, scope and scale of today's I-Codes has far exceeded the goals of our association's long-term strategic planning. Taking this into consideration, the ICC Board of Directors has tasked staff with exploring and designing a new framework for developing the next generation of the International Codes.





Register or Revalidate Voting Representatives by Sept. 1

 

The International Code Council requires that all Governmental Member Voting Representatives are registered and validated each year to be eligible to vote. All Primary Member Representatives need to designate or revalidate their Governmental Member Voting Representatives (GMVR) online by Sept. 1 to be eligible vote at the Group C Public Comment Hearings, the 2014 Annual Business Meeting, and the Online Governmental Consensus Vote that follows the hearings. Check your GMVRs' status online today.




Schedule Announced for Group C Public Comment Hearings

The Group C Public Comment Hearings, held in conjunction with ICC's 2014 Annual Conference and Expo in Fort Lauderdale, Fla., will begin on Wednesday, Oct. 1, at 8 a.m. EST. The schedule anticipates that the hearings will be completed no later than Noon EST on Saturday, Oct. 4. Actual start times for each chapter designated in the International Green Construction Code cannot be stipulated due to uncertainties in hearing progress. Be sure to consult the Public Comment Agenda that will be available Aug. 27.




After the Hearings, Log In to cdpACCESS and Vote

Approximately one week after the completion of the Group C Public Comment Hearings, ICC Governmental Member Voting Representatives and Honorary Members can log in to cdpACCESS and vote on the results from Fort Lauderdale, Fla. The voting period will remain open for 10 business days. Assistance with cdpACCESS is available by email at cdpACCESS@iccsafe.org or by calling toll-free 855-ICC-CDP1 (855-422-2371).

Groups Agree to Streamline Green Tool Coordination and Development

The Code Council, ASHRAE, the American Institute of Architects, the Illuminating Engineering Society of North America and the U.S. Green Building Council announce the signing of a memorandum to collaborate on the development of Standard 189.1, the International Green Construction Code and the LEED green building program. The unprecedented cooperation aims to create a comprehensive framework for jurisdictions looking to implement and adopt green building regulations and codes and/or provide incentives for voluntary leadership programs such as LEED.




Best Practices, Educational Opportunities Targeted for Construction Site Fires

A roundtable of experts determined that educating construction workers and property owners and managers on existing safety measures is one of the best ways to combat fires in buildings under construction. The roundtable, initiated by ICC, the National Association of Home Builders and the National Multifamily Housing Council, brought together code and fire officials, contractors and others with technical expertise to review an outbreak of fires that recently caused major property damage and personal injury.




New Pool Code Helps Builders and Code Officials Speak the Same Language
The 2015 International Swimming Pool & Spa Code, produced jointly between ICC and the Association of Pool & Spa Professionals, features key changes and is the industry’s only comprehensive model code covering both residential and commercial swimming pools and spas. The ISPSC uses prescriptive and performance-related provisions to establish minimum safety requirements for public and residential pools, spas and hot tubs.



IS-COMSC Committee Continues Development of Commissioning Standard

The next meeting of the ICC Commissioning Standard Consensus Committee (IS-COMSC) will be held Sept. 16 via teleconference. The purpose of this meeting is for the committee to continue development of the ICC 1000, Standard for Commissioning. Read the meeting notice. Guide Communicates Overarching Commissioning Goals and Objectives

ASHRAE recently published The Strategic Guide to Commissioning as a collaborative effort of industry leaders to communicate overarching commissioning goals and objectives. This effort will lead to increased building and system performance while protecting the established industry interests and processes and procedures. ICC was represented by CEO Dominic Sims on the 28-member industry committee that developed the new guide.





Code Action Committees to Assume Code Technology Committee Areas of Study

Due to the duplicative committee structure of the Code Technology Committee and the Code Action Committees, the ICC Board of Directors has come to the difficult decision that while the CTC has performed a valuable service to ICC and the I-Codes, it is time to fully commit ICC resources to the CAC committee structure. The Board has directed staff to work towards sun setting the CTC by the conclusion of the 2016 Code Development Cycle.




Fourth Draft of ICC 500-2014 Available for Public Comments
The ICC Consensus Committee on Storm Shelters has developed the fourth public comments draft of the ICC 500-2014 Standard for the Design and Construction of Storm Shelters. Public comments are being accepted on this draft through Aug. 31. Read the committee action report. The committee will hold a meeting Sept. 18 via teleconference to consider the public comments submitted to the fourth draft. Read the meeting notice.


Solar Thermal Standards Committee Schedules Fifth Meeting
The ICC/SRCC Solar Thermal Standard Consensus Committee will hold its fifth meeting Sept. 3 via conference call and webinar. The purpose for this meeting is for the committee to review and act upon the comments received for the First Public Comment Draft. Read the meeting notice and tentative agenda.


Test Phase Coming Soon for New Online Plan Review Software
Technical Services and Avolve Software staff continue fine tuning ePlan, ICC's new online plan review software. Following more technical upgrades, testing for the new system should begin in October. Once active, the Cloud-based operations will streamline ICC's ability to provide comprehensive and consistent plan review services to its Members and users.

August 2014 Building Valuation Data Available for Download
The August 2014 Building Valuation Data is now available for download from the Code Council website. ICC strongly recommends that all jurisdictions and other interested parties actively evaluate and assess the impact of the BVD before utilizing it in their current code enforcement related activities. The BVD is updated every six months, with the next data available in February 2015.

The International Building Code's recreational requirements help persons with mobility impairments participate according to their disabilities. The requirements are not intended to change the game, but rather to allow for diversity and creativity.

Today's buildings and community venues are far more accommodating of occupants' needs and accessible to a greater segment of the population thanks to something that happened 24 years ago. The Americans with Disabilities Act was signed into law July 26, 1990, by President George H.W. Bush, and provides civil rights protections to individuals with disabilities in the areas of employment, state and local government services, public accommodations, transportation and telecommunications.
