ICC CHAPTERS RIBOA Awarded NASCLA "Community Service in Contracting" Award The Rhode Island Building Officials Association (RIBOA) was awarded the National Association of State Contractors Licensing Agencies' (NASCLA) 2014 "Community Service in Contracting" award for the Chapter's work in establishing the International Code Council's High School Technical Training Program (HSTTP) in all nine vocational high schools in Rhode Island. RIBOA sponsored all nine schools into the program and continue to mentor students using the ICC HSTTP. |

ICC ANNUAL CONFERENCE Outstanding Industry Professionals to be Honored at ICC Annual Conference The International Code Council will honor industry professionals for contributions to safety in the built environment during its 2014 Annual Conference Sept. 28-30, in Fort Lauderdale, Fla. Wally Bailey, Director of Development Services for Fort Smith, Ark., will be presented with the prestigious Bobby J. Fowler Award. Brian Bishop, Construction and Design Engineer for the State Fire Marshal Division of the Iowa Department of Public Safety, will receive the Gerald H. Jones Code Official of the Year Award. Kelly Nicolello, Alaska State Fire Marshal, will be honored with the ICC Fire Service Award. And Carvin DiGiovanni, Senior Director of Technical and Standards at the Association of Pool and Spa Professionals, will be presented with the ICC Affiliate Award. |

ICC TRAINING & CERTIFICATION NEWS ICC Chapters Provide Input on the Preferred Provider Program In June, ICC reached out to all Chapter leaders about Preferred Provider Program goals, proposed provider categories and program benefits to ICC Chapters. Chapters contributed thoughtful, constructive, and valuable comments and questions that will strengthen and improve the program. These comments were tabulated and discussed by the Preferred Provider Stakeholder Group (SG) in several meetings. ICC TECHNICAL SERVICES Follow the Group C Hearings Online in Real Time Can't attend the Group C Public Comment Hearings or the Code Council's 2014 Annual Conference in Fort Lauderdale? The hearings, Opening Session and Annual Business Meeting will be webcast on the ICC website. The hearings, Oct 1-5, are the first to completely develop a code using cdpACCESS, the cloud-based, online tool built exclusively for ICC's code development process. Eligible ICC Members will use cdpACCESS for electronic voting to set the agenda for the Online Governmental Consensus Vote, which is slated to open for voting approximately one week after the hearings. The combined vote tally from the Public Comment Hearings and Online Governmental Consensus Vote will determine the final action on each code change. |

CODES CORNER Significant Changes to the 2015 International Building Code Most of the egress provisions in 2012 IBC Sections 1015 and 1021 have been combined, reformatted and relocated to the general provisions of Sections 1006 and 1007. Previously, both Sections 1015 and 1021 contained requirements addressing the number of means of egress and their arrangement. Section 1015 typically dealt with the required number and arrangement of the means of egress from an individual room or space, while Section 1021 addressed the requirements for the individual story or overall building. Because the relationship of and the distinction between these two sections was not always clear, it often led to confusion or unnecessary difficulty in applying the requirements. |

VIEWPOINTS The Emerging Chinese Market for Building Energy Efficiency The buildings sector accounted for approximately 31 percent of energy consumption in China in 2009, and it is estimated that China's building energy consumption will continue to increase more than 40 percent by 2035. To curb building energy demand and accommodate the national goal of 40- to 45-percent reduction in carbon intensity by 2020 relative to 2005 levels, the Chinese government has enacted a wide range of policies to reduce energy consumption and emissions in buildings.
