ICC MEMBER NEWS Durham Official Named Best Inspector in N.H. The N.H. Building Officials Association has named Durham zoning administrator Tom Johnson as its inspector of the year. Johnson said he was surprised and honored to receive the award, which recognizes his service and efforts to promote safety and public welfare through code enforcement. "We are here to make sure things get built right so nobody gets hurt," he said. Johnson began working for Durham in 2001 after performing a similar job in New Jersey for more than a decade. His job centers around inspecting local projects to make sure they conform to building and fire codes. Although the job can be thankless at times, he says it's a critically important part of the development process. Continue reading story |

FINANCIAL UPDATE ICC Finishes 2013 Positioned to Deliver on Building Safety Mission Stronger publications sales, growing revenues from the ICC Evaluation Service (ICC-ES) and the International Accreditation Service (IAS), and a decrease in expenses in 2013 have enabled the International Code Council to continue pursuing its building safety mission. Preliminary 2013 full-year sales results were ahead of the budget and outpaced the previous year. Revenue performance was driven by strong publication sales; ICC-ES and IAS earnings that outgained budget and 2012 levels; and ICC's focus on controlling expenses, which were lower than budget expectations and below the prior year. In addition, ICC sold an underperforming investment property at a gain of $2.1 million. ICC was able to increase the amount of cash and investments on hand by $6.5 million during the year. |

ICC TECHNICAL SERVICES ICC/SDO Reference Standards Forum Scheduled for Fort Lauderdale, Fla. The annual meeting between the Code Council and the Standard Developing Organizations (SDOs) responsible for referenced standards included in the International Codes is scheduled for Feb. 19, 2014, at the Hilton Fort Lauderdale Marina. The agenda is currently being developed and topics will include the 2014 Code Development Cycle and the implementation of cdpACCESS; the 2015–2017 Code Development Cycle; Industry Advisory Committee recommendations for updating currently referenced standards; and areas of mutual interest to ICC and SDOs regarding construction codes and standards. CODES CORNER Significant Code Changes to the 2012 IECC This is a new requirement for all radiant floor slabs. The bottom floor slab must be insulated to an R-3.5 minimum corresponding to Table C403.2.8, Minimum Pipe Insulation. Although it has always been good practice to insulate under radiant floor slabs, this is the first time that the International Energy Conservation Code (IECC) has codified this as a requirement.
