NYC Buildings Official Risked His Own Life
to Protect Others from Dangling Crane


Michael Alacha thought he was prepared for Superstorm Sandy, but as the storm blew in, the unthinkable happened. Winds near 100 mph buffeted a 1,000-ft-tall skyscraper under construction on Manhattan's West 57th Street in New York City, flipping over the jib of a tower crane and causing tens of thousands of pounds of limp steel, wire rope and other debris to dangle precariously over midtown Manhattan. Stationed at his office's emergency response center, Alacha witnessed the event on television and raced to the scene. "My concern was the crane's connection to the building, specifically the top tie," Alacha recalls. "If that was compromised, with the storm still halfway through, the entire mast may have collapsed." A Decade of Safety and Service: ICC Celebrates
10 Years as a Consolidated Association

In what was described as "the most historic day in code enforcement in 100 years," the official consolidation of the International Code Council took place on January 21, 2003, at a special ceremony in Las Vegas. Representatives from the legacy organizations — Building Officials and Code Administrators International (BOCA), International Conference of Building Officials (ICBO) and Southern Building Code Congress International (SBCCI) — signed a joint resolution to create a unified association that combined more than 190 years of building safety experience and 30 years of anticipation for one set of codes for use across the country. Significant Code Changes to the 2012 International Residential Code
With some exceptions, Section R501.3 Fire Protection of Floors of the International Residential Code (IRC) now requires ½-inch gypsum board or equivalent material to be applied to the underside of floor assemblies in buildings regulated by the IRC. The change addresses concerns for firefighter safety and incidents of injury or death to firefighters while fighting residential fires due to the collapse of floors. The application of gypsum wallboard or other approved material intends to provide some protection to the floor system against the effects of fire and delay collapse of the floor. This provision primarily is aimed at light-frame construction consisting of I-joists, manufactured floor trusses, cold-formed steel framing, and other materials and manufactured products considered most susceptible to collapse in a fire. Construction Jobs Are Difficult to Fill
The January jobs report showed that construction added 28,000 jobs in January, about 18 percent of the the jobs created overall. It's the fourth straight month of strong construction job gains as home building has rebounded. Low mortgage rates, rising home prices and low inventories of new homes for sale are expected to continue to boost the housing recovery through 2013. However, builders say hiring has been crimped because they and their subcontractors are unable to find the skilled construction workers. When the bottom fell out of the construction industry after the housing bubble burst, many skilled workers left the field to find other jobs. Continue reading story
