ICC Year in Review

The International Code Council celebrated its 10th anniversary as a consolidated organization in 2013 with a new CEO and a new way to engage more Members and stakeholders in its code development process. Following are just some of the many highlights for the Code Council this past year.
 
 
January
• ICC Board of Directors President Ron Piester said in January he wants the organization to sharpen its focus on its core functions—creating the best building codes in the world, and doing all it can to support its Members and other stakeholders in the important work they do in their various jurisdictions. The Board and management team's conservative approach to financial management, including ICC's recent organizational realignment, is aimed at better positioning the association to provide these essential services to ICC Members and ensure the financial health of the Code Council for the long term.

February
• On Feb. 1, 2003, three regional code organizations—Building Officials and Code Administrators, International Conference of Building Officials and Southern Building Code Congress International—began operating as one consolidated association: the International Code Council. The Code Council continued what would be a year-long a celebration of focusing the strengths of all of its Members to provide safe construction in the built environment.

March
• A panel of experts from across the country, including top officials from the National Wildlife Federation, Nation Housing Conference, Federal Alliance for Safe Homes and International Code Council, came together in March in New York to explore how to recover from Superstorm Sandy and to determine how limited federal funds could best be allocated. The group provided valuable input about responses that have worked following other natural disasters around the country, even those that may prove controversial or costly in the short-term.

April
• In April, ICC expanded online offerings for easy access and application for codes and standards users. The latest series of standards from ASTM now available in the ICC digital standards library include more than 440 standards and five comprehensive collections pertaining to the 2012 codes.

• A great way to celebrate Building Safety Month: Recognizing the quality of the work performed by ICC Members and all jurisdictional code officials, the U.S. Department of Housing and Urban Development in May proposed to replace FHA Building Inspectors with ICC-Certified Inspectors and Code Officials. The rule change demonstrated the value of earning International Code Council certification as an inspector and the quality of the Code Council's rigorous certification process.

June
• In June, industry officials learned the U.S. construction unemployment rate had its lowest May level in five years as construction employment increased by 7,000. The positive jobs report underscores the need to address potential shortages of skilled workers since formerly unemployed construction workers are finding jobs in other sectors, retiring or going back to school. Addressing this need, the Code Council has a new program for high school students participating in technical training to receive an introduction to the model building codes, including code interpretation, application and administration.

July
• In July, ICC Board President Ronald Piester announced Dominic Sims was selected to serve as Chief Executive Officer of ICC.

August
• In August, the Hurricane Sandy Rebuilding Task Force, the group charged with leading the federal government's response to last year's storm, was preparing to issue a major report to President Barack Obama that will detail how billions of dollars in federal aid should be spent to rebuild affected areas and prepare for future storms.
 
September
• In September, the Disaster Response Network was activated to assist active jurisdictions in the aftermath of the Southern California wildfires and Colorado floods. Jurisdictions can access a database of volunteers to assist with building damage assessment, inspections and other code-related functions.

October
• Henry Green, President of the National Institute of Building Sciences, was presented the prestigious Bobby J. Fowler Award during the ICC's 2013 Annual Conference in Atlantic City, N.J., in October. Laura Rouse-DeVore, Code Enforcement Officer for the Village of Montgomery, Illinois, received the Gerald H. Jones Code Official of the Year Award. Fulton Cochran, Deputy Fire Marshal for the City of Henderson, Nevada, was honored with the Fire Service Award. Butte County, California, and FEMA were the recipients of the Community Service Award. Dennis Pitts, South Central Regional Director of the American Wood Council, accepted the Affiliate Award.
• Stephen D. Jones, CBO, Construction Official for the Township of Millburn and the Borough of Florham Park, N.J., was elected ICC Board President in Atlantic City. Guy Tomberlin, CBO, Building Code Services Manager for the Fairfax County, Va., Land Development Services, was elected Vice President. Alex "Cash" Olszowy, Building Inspection Supervisor for the Lexington Fayette Urban County Government, Lexington, Ky., was elected Secretary/Treasurer. Jim H. Brown, CBO, Deputy Building Official, Gillette, Wyo., Greece, N.Y., Fire Marshal Rob Drexler and Georgia State Fire Marshal M. Dwayne Garriss were re-elected to the Board. Newly elected to the Board were Gilbert Gonzales, CBO, Murray, Utah, City Chief Building Official, and Lynn Underwood, MCP, Code Official, Norfolk, Va., Department of Planning.
 
November
• ICC's cloud-based system for the code development process (cdp) rolled out on November 15. Members now can now log in, create a code change, invite colleagues to collaborate and submit your proposal to ICC. ICC will offer a number of webinars to help you transition. The "cdpACCESS: Creating a Proposal" and "Collaborating with cdpACCESS" webinars will feature approximately 30 minutes of instruction and 30 minutes of a live Q&A.
• U.S. Reps. Mario Diaz-Balart (R-Fla.) and Albio Sires (D-N.J.) wrote an Op-Ed in The Hill Newspaper on the occasion of the one-year anniversary of Hurricane Sandy in support of the Safe Building Code Incentive Act. The Act is bipartisan legislation designed to encourage states to adopt and enforce strong building codes as a preventative measure against disaster. The Code Council is part of the BuildStrong Coalition that supports the Safe Building Code Incentive Act.
• In a final rule, the U.S. Department of Housing and Urban Development has referenced the 2009 International Energy Conservation Code(IECC) as a means for Public Housing Authorities (PHA's) across the U.S. and Indian Housing agencies, to meet energy efficiency goals in new and renovated buildings that they own or manage.

• In a message from ICC Board of Directors President Stephen Jones and Chief Executive Officer Dominic Sims, both reflect on how far the Internation Code Council has come in the 10 years since the consolidation of the three regional organizations, economic conditions that hit the construction industry, financial challenges the Code Council has faced, and the introduction of ICC's new cloud-based cdpACCESS tool that will transform the way building codes are developed.
